Human Resources Manager / HR Business Partner

Job Summary

This role combines strategic HR leadership with hands-on coordination. The selected candidate will manage all aspects of human resources for a chemical manufacturing plant, including recruitment, onboarding, compliance, employee relations, payroll, benefits, training, and safety programs.

This position requires daily onsite presence at the Proctor, West Virginia facility to support both hourly and salaried employees in a regulated, safety-driven manufacturing environment. The ideal candidate can balance strategic planning with day-to-day HR operations and serve as a trusted partner to plant leadership.

Key ResponsibilitiesRecruitment & Onboarding
  • Manage full-cycle recruitment, including job postings, candidate screening, interviews, and offer letters.

  • Coordinate with external recruitment agencies when needed.

  • Conduct new-hire orientation and ensure completion of all required documentation, including I-9s and safety training.

Employee Relations & Performance
  • Serve as the primary point of contact for employee concerns, grievances, investigations, and conflict resolution.

  • Coordinate performance reviews and support performance improvement plans.

  • Partner with plant leadership on employee relations and workforce communications.

Compliance & Safety
  • Ensure compliance with all applicable federal and state labor laws, including OSHA, FMLA, EEO, and wage & hour requirements.

  • Maintain safety training records and support internal and external audits.

  • Collaborate with operations and safety leadership to reinforce a strong safety culture.

Payroll & Benefits Administration
  • Process payroll accurately and on time.

  • Administer benefits programs and support open enrollment.

  • Recommend, implement, and utilize HRIS and payroll systems.

HR Records & Reporting
  • Maintain accurate and confidential personnel files and HRIS data.

  • Generate HR metrics, including turnover, absenteeism, and training completion.

Training & Development
  • Schedule, track, and document mandatory training programs.

  • Support employee development initiatives.

Employee Engagement
  • Organize and support employee recognition programs, wellness activities, and plant events.

  • Promote a positive, inclusive, and compliant workplace culture.

Qualifications
  • Bachelor’s degree in Human Resources, Business Administration, or a related field.

  • HR certification (PHR, SHRM-CP, or similar) preferred.

  • 3–7 years of HR experience, ideally within manufacturing, chemical, or other regulated industrial environments.

  • Strong knowledge of employment laws and HR best practices.

  • Proven ability to manage sensitive employee matters with discretion.

  • Proficiency with HRIS, payroll systems, and Microsoft Office.

  • Strong communication, organizational, and problem-solving skills.

  • Comfortable working in a hands-on, plant-based, onsite role.
