This position is responsible for supporting the organization’s workforce through full-cycle recruitment, onboarding, record-keeping and HR compliance activities. This role plays a key part in attracting and hiring qualified candidates, maintaining accurate and confidential employee records, and ensuring compliance with agency, federal, and state employment requirements. The Human Resources Associate also provides day-to-day administrative and operational support to employees, management, and the Human Resources department.

JOB RESPONSIBILITIES
  • Leads recruitment efforts for all agency positions, including job postings, candidate sourcing, resume screening, interview coordination, candidate communication, and onboarding preparation, with a strong focus on attracting and hiring qualified talent in a timely manner.
  • Coordinates and conducts comprehensive new employee onboarding, orientation programs and distribution of orientation materials.
  • Maintains accurate and confidential Human Resources records; ensure all documentation is filed timely and retained in accordance with federal, state, programmatic, and agency retention requirements.
  • Ensures compliance with agency and program-specific employment requirements, including background checks, fingerprinting, and other pre-employment screenings.
  • Prepares and distributes HR-related materials and administrative documentation as needed to support Human Resources department.
  • Provides a wide variety of administrative support to the HR Director.
  • Will maintain professional boundaries with all current, past, and prospective clients, and maintain the confidentiality of clients and staff in accordance with CAPHR policy and procedure.
  • Abides by all CAPHR Safety policies and procedures.
  • Presents a professional and positive image as a representative of CAPHR.
  • Maintains adequate knowledge of all CAPHR programs to make appropriate referrals to other CAPHR programs beneficial to clients and their families.
  • Performs other related duties as required.
REQUIRED

SKILLS AND ABILITIES
  • Strong computer skills with the ability to perform human resources work. Ability to compile information in the preparation of reports and documentation.
  • Ability to establish and maintain effective working relationships with employees, supervisors, program directors, and executive leadership at all levels of the Agency.
  • Ability to communicate clearly and concisely, both orally and in writing, and to convey complex information in a professional and understandable manner.
  • Strong analytical skills with the ability to assess complex situations, identify risks, and develop practical, compliant solutions.
  • Ability to exercise sound judgment, maintain confidentiality, and handle sensitive matters with discretion and professionalism.
  • Valid driver’s license and ability to travel statewide as required.
EDUCATION AND/OR EXPERIENCE
  • College degree is preferred with one to two years of professional experience in Human Resources and/or Recruitment. An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.
  • Experience in a nonprofit environment is a plus.
  • Professional certification such as SHRM-CP or PHR is a plus.
PREFERRED EXPERIENCE
  • Knowledge and demonstrated experience with the principles, methods, and practices of Human Resources management and recruitment.
  • Knowledge of and experience applying federal, state, and local laws and regulations affecting Human Resources and recruitment.
