Human Resources Manager
Panther Creek Mining, LLC is seeking an experienced and strategic Human Resources Manager to lead all human resources functions for its mining complex in Powellton, West Virginia. This position serves as a key member of the site leadership team and is responsible for developing, implementing, and managing human resources programs that support operational excellence, workforce engagement, regulatory compliance, talent acquisition, employee development, compensation and benefits administration, labor and employee relations, and organizational effectiveness.
The Human Resources Manager partners closely with operational leaders to promote a positive workplace culture, maintain a productive and engaged workforce, and ensure compliance with all federal, state, and local employment laws and company policies. The successful candidate will bring a hands-on approach to HR leadership while supporting the unique challenges and opportunities associated with a mining and industrial workforce.
Essential Duties and ResponsibilitiesStrategic Human Resources Leadership
- Serve as the primary HR leader and trusted advisor to site management and employees.
- Partner with operations leadership to align workforce strategies with business objectives.
- Develop and implement HR initiatives that support employee engagement, retention, productivity, and organizational performance.
Employee Relations and Workforce Engagement
- Foster a positive work environment through proactive employee relations efforts.
- Investigate employee concerns, complaints, and workplace issues in a fair, confidential, and timely manner.
- Provide coaching and guidance to supervisors and managers on performance management, employee communications, conflict resolution, and policy interpretation.
- Support employee engagement, action planning, and workforce communication initiatives.
- Promote a culture of accountability, continuous improvement, and career growth.
- Assist leadership with organizational change management and workforce transitions.
Recruitment and Talent Acquisition
- Manage full-cycle recruiting for hourly, salaried, professional, and supervisory positions.
- Coordinate interviews, candidate evaluations, background checks, pre-employment screenings, and onboarding activities.
- Monitor staffing levels and develop workforce planning strategies to meet operational needs.
Compensation, Benefits, and HR Administration
- Administer employee benefits programs and serve as the primary point of contact for employee benefit inquiries.
- Coordinate annual open enrollment activities and benefit education initiatives.
- Maintain accurate employee records and HR systems while ensuring data integrity and confidentiality.
Compliance and Risk Management
- Ensure compliance with federal, state, and local employment laws and regulations.
- Maintain knowledge of applicable labor and employment laws including FMLA, ADA, PWFA, ADEA, FLSA, COBRA, USERRA, EEO, and workers' compensation requirements.
- Manage unemployment claims, workers' compensation administration, and leave management processes.
- Conduct internal audits of HR practices and records to ensure compliance and consistency.
- Assist with agency inquiries, audits, investigations, and reporting requirements.
Safety and Operational Partnership
- Support the company's commitment to employee safety and regulatory compliance.
- Partner with operations and safety leadership to promote a culture focused on safety, accountability, and employee well-being.
- Participate in safety meetings, investigations, and return-to-work programs as applicable.
Other Duties
- Perform other duties as required to support the operation and its employees.
