Job Description

Under the authority of the deputy director of the technical resources division, in a team with the operations manager, and in liaison with the elected official in charge of the zero waste service, the administrative and financial manager of the service is responsible for ensuring the organization and administrative management of the zero waste service within the policy guidelines defined by the elected officials.

Main duties:

  • Administrative management of the service
    - Preparation and management of the service calendar, preparation of documents related to the administration of the service (activity report, Service Quality Price Report – RPQS -, collection regulations…), coordination and preparation of arbitration notes, reports and deliberations (executive, bureau, council) related to the operation of the service, coordination of the public procurement needs of the service.
  • Piloting and management of the service resources / engineering studies and projects / communication and relations with users
    - Preparation and co-animation of the political commission, preparation and co-animation of the service strategic committee associating the operations manager, prevention animation and waste
    - Preparation and follow-up of budget execution: preparation of the BP, realization of planned/realized comparisons, alerts on overspending, coordination and execution of support requests (CITEO) and exceptional financing for the missions and equipment of the service (agreements, specific dossiers), elaboration, coordination of the holding of pilotage tables, follow-up of the analytical matrix of the ADEME, extranet data (SINDRA) declaration of performances and relationship with the eco-organizations (CITEO) - in liaison with the operations manager, relations with partners and providers related to the administration and operation of the service in articulation with the operations manager;

    prospecting on the administrative and regulatory evolutions of the service (ex. fee…)

Hierarchical supervision within the service
- Recruitment of the service with the operations manager, elaboration of the service project with the operations manager including the definition/revision of missions, supervision of the agents assigned to the administrative section (definition, follow-up of delegations and organization of work), evaluation of the agents assigned to the administrative section.

Participation in the coordination meetings of the Technical Resources Division.

Required Profile

Professional skills / professional knowledge:

- Technical and regulatory knowledge in the field of waste, - Office techniques: letter writing/typing, meeting organization, agenda keeping, knowledge and practice of public accounting, office software and others: mastery of Word, Excel, PowerPoint, e-magnus, oral and written communication, diploma: minimum BAC + 2.

Specific qualities of the position / know-how:

- reactivity (respect of deadlines, prioritization of actions), - sense of organization and rigor, - discretion, - relational qualities: teamwork.
