The Transportation Realty Agent Senior reports to the District Headquarters, Right of Way Office. Performs advanced-level work in real property appraisal, rights acquisition, relocation assistance, property management, and right-of-way engineering and surveying. Distinguishing factors are the advanced, complex nature of the negotiations and properties for which this position is responsible. This position serves as a lead worker over a group of lower-level realty agents and performs related work as required.
TypicalDuties and Responsibilities
- Performs functions on complex and special client projects in negotiations, relocation assistance, and property management.
- Negotiates through personal contact with owners or their agents the purchase of real property for right-of-way purposes, when such purchase involves complicated problems and/or special clients.
- Determines real property value on a wide variety of residential, commercial, and/or industrial property.
- Trains, assigns, and reviews work of other negotiators, relocation agents, and/or property managers in a district.
- Coordinates general transportation reality activities with representatives of other divisions within the agency and, when appropriate, with representatives of other agencies of state and/or local government.
- May be required to testify in court or at hearings to provide right-of-way and/or appraisal expertise.
- Travel may be required; therefore, a valid driver’s license is required.
- Knowledge of real property appraisal, real property rights acquisition, relocation assistance, property management, and right-of-way engineering and surveying theories and techniques.
- Knowledge of State and Federal laws, rules, and regulations as applied to real estate/right-of-way activities of the Department of Transportation.
- Knowledge of professional negotiation procedures and techniques.
- Knowledge of property values, real estate financing, property management principles, and salvage methods.
- Ability to negotiate with property owners.
- Ability to handle all property management and/or relocation work in a high-volume district.
- Ability to communicate effectively, both orally and in writing.
- REQUIRED TRAINING/EDUCATION
- Bachelor’s degree from a regionally accredited college or university.
- Substitution:
Experience, as described below, may be substituted for the required training/education through an established formula. - Applicants must have completed the Division of Highways course "Appraisal Principles" or one appraisal course recognized by the Appraisal Institute or the National Society of Real Estate Appraisers.
- REQUIRED EXPERIENCE
- Four (4) years of full-time or equivalent part-time paid experience in appraisal or appraisal review, negotiations, real estate management or real estate sales, relocation, other right-of-way experience, construction, surveying, or related business operations.
- Substitution:
Successful completion of graduate coursework from a regionally accredited college or university may substitute for up to two (2) years of the required experience through an established formula. - Promotion Only
