Manager of Land Use/Planner/Zoning Officer - West Windsor Township

The City of West Windsor Township seeks a full-time Manager of Land Use under the direction of the Director of Community Development. The Manager oversees municipal land development, ensuring compliance with the Municipal Land Use Law, federal, state, and township codes, affordable housing regulations, and the Township’s Master Plan.

• Provides technical and staff support to the Township Planning Board, Zoning Board of Adjustment, Technical Review Committee (TRC), and other boards, committees, and commissions.
• Handles zoning, fence, and home‑occupation permits, assists in drafting ordinances, and investigates and manages zoning complaints, enforcement, and violations.
• Represents the Township at public meetings, professional conferences, and intergovernmental forums.
• Serves as liaison to the Planning Board, Zoning Board of Adjustment, and the Agricultural Advisory Committee.
• Organizes and chairs the Technical Review Committee (TRC).
• Familiar with Green Acres and Farm Land Preservation grant applications and processes.
• Applies knowledge of NJ Land Use Law, Local Public Contracts Law, Environmental Protection rules, Stormwater Management Rules, and Residential Site Improvement Standards.
• Functions as Division Manager for the Division of Land Use and may attend night board meetings.

• Bachelor’s degree in Urban Planning, Environmental Science, Real Estate Development, or related fields.
• Master’s degree in Urban & Regional Planning, Public Administration, or related fields preferred but not required.
• Prior governmental experience in land-use or zoning; experience can substitute for a master’s degree.
• Licensed Professional Planner in New Jersey (P.P.) or currently valid Planner-in-Training certification.
• American Institute of Certified Planners (AICP) certificate highly desirable.
• Five or more years of experience in land use, planning, or related environment, with prior management experience.
• Valid New Jersey driver’s license in good standing.
