Job OverviewThe Department of Mental Health (DMH) seeks an experienced professional with hands‑on construction and project management expertise to provide project management and technical assistance for complex capital and maintenance projects. Responsibilities include oversight, quality control, documentation, monitoring costs and schedules, and contract close‑out. The successful candidate will be decisive, persuasive, detail oriented, and capable of working independently while managing multiple tasks.
Responsibilities- Provide guidance in the design process, plans, specifications, cost estimates, bid documents, and manage construction for various projects in DMH hospitals and facilities.
- Direct full project teams, including designers, contractors, construction managers at risk, outside project managers, and DMH staff to ensure projects are completed within specifications, scope, budget, and schedule.
- Recommend strategies to DMH management regarding changes or enhancements to design guidelines, construction standards, and initiatives to improve processes and outcomes.
- Provide input regarding designs, work plans, schedules, and daily operations.
- Assist in the development and design of contractual agreements for professional and technical services around the planning, design, and construction of capital and maintenance improvements.
- Review plans, specifications, and cost estimates submitted by designers to ascertain compliance with applicable codes and DMH requirements.
- Participate and attend meetings with the Division of Capital Asset Management and Maintenance (DCAMM), designers, and consultants in all phases of design and construction.
- Maintain accurate records by updating milestones, budget information, and regulatory reports on project progress.
- Oversee budget, expenditure monitoring, and specification development.
- Advanced or specialized knowledge of the construction industry, design practices, construction techniques, and construction management.
- Ability to solve problems and devise techniques for accomplishing work objectives where few precedents and guidelines are available.
- Experience supervising, including planning, assigning work, and controlling work through periodic reviews, determining disciplinary action and making recommendations.
- Capacity to lead others and organize efforts to achieve work objectives and performance standards.
- Strong verbal and written communication skills.
- Ability to produce clear, accurate, concise technical reports.
- Capacity to interact effectively with diverse groups of people.
- Understanding and application of laws, regulations, policies, procedures, and standards governing Commonwealth construction.
- Minimum 10 years of full‑time or equivalent part‑time experience in trades, construction, construction management, inspection, or alteration of building construction projects, including at least 3 years in a supervisory or leadership capacity.
- In‑depth understanding of construction procedures, design practices, materials, and project management principles.
- Massachusetts Certified Public Purchasing Official training.
- Competence in supervising staff, performance appraisal, employee coaching, training, and development.
- Critical thinking skills, using logic and reasoning to evaluate alternative solutions.
- Aptitude to draft clear, accurate, concise technical reports.
- Skilled in understanding and applying laws, regulations, policies, procedures, and standards governing Commonwealth construction.
- Capacity to multitask and manage several projects simultaneously.
- Self‑motivated and able to work independently as well as collaboratively with colleagues and external constituents.
- Ability to maintain accurate records and exercise discretion with confidential information.
- Strong written and verbal communication skills with proficiency in Microsoft Office (Outlook, Word, Excel).
- Bilingual or multilingual fluency (preferred).
