Osmose Utilities is seeking a highly experienced Lead GIS Engineer to support the planning, engineering, design, integration, testing, and troubleshooting of Telecommunications/Utilities, OSP, and ISP networks.

This position is located in Westborough, MA

Responsibilities
  • Developing network designs for Greenfield, Brownfield, and Fiber-to-the-Home (FTTH) environments; preparing detailed network specifications, diagrams, charts, and equipment configurations using GPON and XGS-PON technologies; and utilizing GE Small world, Spatial Net, and AutoCAD GIS to develop and maintain telecommunications network designs and GIS solutions.
  • Installing, commissioning, testing, and troubleshooting OSP/ISP fiber networks; designing wire centers for copper, HFC, and coax networks; planning, integrating, testing, and troubleshooting telecommunications/utility switching, transmission, routing, and switching equipment; implementing, monitoring, and managing customized end-to end customer networks using multiple applications;
  • Installing and commissioning optical transport switches, routers, and NGDLC equipment; and designing and developing automated tools for GE Small world, Spatial Net, and AutoCAD GIS software.
  • Software build and release management, including software release testing, validation, and troubleshooting.
  • Lead and manage GIS-based telecommunications network planning, design, and data management activities for FTTH, OSP, ISP, HFC, backbone, and other fiber-optic network projects.
  • Analyze, process, manipulate, validate, and maintain complex spatial and network data using enterprise GIS platforms and telecommunications network databases.
  • Develop, maintain, and update GIS databases and physical network inventory records, ensuring accuracy, completeness, consistency, and compliance with established data standards.
  • Perform data conversion, data conflation, work-order posting, and integration of legacy, design, and as-built network data into GIS and network inventory systems.
  • Create and maintain detailed telecommunications network maps, electronic construction prints, layouts, and spatial representations of fiber routes, cables, splice enclosures, terminals, conduits, equipment, and related infrastructure.
  • Utilize GE Small world, ArcGIS Desktop, ArcGIS Pro, ArcFM, AutoCAD, Micro Station, Map Info, and other GIS/CAD applications to perform network design, spatial analysis, mapping, and data-management activities.
  • Design and implement GIS data models, including conceptual, logical, and physical data models, feature classes, hierarchies, tables, relationships, attributes, and metadata.
  • Perform advanced spatial and network analysis to evaluate fiber routes, network connectivity, capacity, redundancy, infrastructure availability, and geographic constraints.
  • Conduct GIS data-quality assessments, including topology validation and correction, attribute verification, spatial consistency checks, and identification and resolution of data discrepancies.
  • Utilize GIS quality-control tools, including Data Reviewer, topology tools, and automated validation processes, to identify and correct errors and improve network-data accuracy.
  • Develop and implement GIS automation workflows using Model Builder and other applicable tools to improve data-processing efficiency, reduce manual effort, and increase data quality.
  • Analyze field, engineering, customer, and construction inputs and incorporate applicable changes into GIS and network databases.
  • Review and process design changes, redlines, construction updates, and as-built information to ensure that GIS records accurately reflect the physical telecommunications network.
  • Perform network analysis and spatial modeling to support route optimization, network expansion, infrastructure planning, and project-specific design requirements.
  • Coordinate with telecommunications engineers, designers, project teams, field personnel, customers, and other stakeholders to resolve GIS, network-data, and design-related issues.
  • Provide technical guidance and mentoring to GIS analysts and design personnel on GIS applications, data-management procedures, network modeling, quality control, and telecommunications GIS workflows.
  • Establish and maintain GIS data-management procedures, standards, and quality-control practices to ensure consistency across projects and customer requirements.
  • Investigate and resolve complex GIS and network-data issues involving spatial relationships, connectivity, topology, data integrity, and database performance.
  • Support the development, testing, implementation, and enhancement of GIS applications, automated tools, and workflows used for telecommunications network planning and design.
  • Evaluate new GIS technologies, applications, and tools and recommend process improvements to increase productivity, accuracy, and operational efficiency.
