We are hiring a Licensing Administrator/Assistant Clerk in the City Clerk’s Office. This position coordinates the full life cycle of the City’s licensing programs including business, liquor, event, dog, and other applicable licenses, and ensures compliance with Federal law, State statutes, and City ordinances.

The Licensing Administrator/Assistant Clerk provides high-quality service to residents, businesses, and internal departments; maintains essential public records; assists with Clerk’s Office transactions; and supports election administration and other core responsibilities of the City Clerk.

Key Responsibilities:

  • Manage the City’s end-to-end process for issuing and renewing business licenses, liquor licenses, certificates of sole proprietorship and corporate ownership (DBAs), dog licenses, and event permits in accordance with State and municipal regulations.
  • Support Clerk’s Office transactions including vital records, marriage intentions, burial permits, notary services, and general front‑counter operations.
  • Assist in preparing licensing-related materials for City Council agendas.
  • Attend City Council meetings as needed to share information or answer questions regarding business license applications.
  • Assist the City Clerk in election preparation, operations, and closeout.
  • Perform other related duties as assigned to support the effective operation of the City Clerk’s Office.

Education and

Qualifications:

  • Associate’s degree in public administration, Business Administration, or related field required, bachelor’s degree preferred.
  • Minimum of three (3) years of municipal government or administrative experience required; experience in a Clerk’s Office strongly preferred.
  • Certified Clerk of Maine (CCM) designation preferred; must obtain within three (3) years of hire.
  • Notary Public commission required or ability to obtain within six (6) months of hire.
  • Any equivalent combination of education and experience that provides the required knowledge, skills, and abilities to perform the primary duties and responsibilities may be considered.

Compensation and Benefits:

  • Competitive salary range of $59,928.19 - $68,521.29/year, based on experience.
  • This position is full‑time, non‑union, exempt.
  • A comprehensive benefits package includes medical (PPO plan at 12% premium cost, plus HRA reimbursement), dental, vision, life insurance (one times base salary), short and long‑term disability, and employee assistance program.
  • Generous paid leave including vacation, sick, and 13 holidays per year.
