The City of Westbrook is seeking an experienced and collaborative finance professional to serve as its next Finance Director
. Reporting to the City Administrator and serving as the City's Chief Financial Officer and Municipal Treasurer, this leadership position is responsible for overseeing all financial operations and ensuring the long‑term fiscal health and stability of one of Maine's fastest‑growing communities.
The Finance Director leads the Finance Department and oversees accounting, budgeting, payroll, tax collection, purchasing, debt management, investments, auditing, financial reporting, and treasury functions. The position serves as a trusted advisor to City leadership, elected officials, department heads, and community stakeholders on financial planning, policy, and strategic initiatives.
Key Responsibilities- Lead and manage all Finance Department operations.
- Serve as Municipal Treasurer and oversee the collection, custody, and disbursement of City funds.
- Direct the development and administration of the City's annual operating and capital budgets.
- Prepare and present financial reports, forecasts, and recommendations to City leadership and elected officials.
- Coordinate bond financing, capital funding, and debt management activities.
- Oversee annual audits and ensure compliance with GAAP, GASB, and applicable federal and state regulations.
- Maintain strong internal controls, financial policies, and risk management practices.
- Supervise, mentor, and develop Finance Department staff.
- Provide financial leadership and support for City projects, programs, and long‑range planning initiatives.
- Bachelor's degree in Accounting, Finance, Business Administration, or a related field required.
- Minimum of five (5) years of progressively responsible experience in governmental or municipal finance, accounting, budgeting, auditing, or a related field, including supervisory experience.
- CPA, CGFO, or similar professional certification preferred.
- Strong knowledge of governmental accounting, budgeting, financial reporting, treasury management, and municipal operations.
- Demonstrated leadership, communication, analytical, and organizational skills.
- The successful candidate must be able to pass a comprehensive background and credit check and obtain and maintain bonding.
- Competitive salary range of $ - $ per year.
