Job DescriptionGrants Manager/Business Analyst
JOB GOAL:
The Grants Manager/Business Analyst secures and manages grant funding (federal, state, and private) that aligns with the district’s educational priorities. The Manager/Analyst acts as the primary liaison between Central Office leadership, school administration and external funding agencies and operates as part of the district’s Business Department team.
Reports to:
Director of Finance
- Identify funding opportunities, research alignment with district needs, and write grant proposals (both for entitlement and competitive grants).
- Responsible for fiscal and project management of the district’s grant funding.
- Conduct ongoing research for grant opportunities for the school district and inform the Central Office and building leadership of potential grant opportunities.
- Complete federal and state required documentation by established deadlines to remain in compliance, including, but not limited to: amendments, requests for funds, and final financial reports.
- Collaborate with the Director of Finance and district and school leadership to draft accurate project budgets for grant proposals.
- Create and maintain spreadsheets and utilize MUNIS for the management of grant funds, analysis of projected spending, and reconciliation of general ledger accounts.
- Track full and partial grant funded personnel on Excel spreadsheets, which includes: creating payroll projections for each fiscal year, monitoring payroll to ensure compliance with budgets, updating personnel information to reflect payroll increases, contractual changes, and attrition.
- Facilitate meetings with various levels of staff to discuss grant specifications and goals, develop grant proposals, and establish budget guidelines and narratives.
- Prepare for and coordinate grant-related audits in collaboration with the Director of Finance and external auditors.
- Work cooperatively with business office and city department staff to discuss outcomes related to payroll, accounts payable, and revenue to ensure proper accounting.
- Act as the liaison to the City Auditor’s office for establishing and maintaining the Chart of Accounts for grant funded projects.
- Consult with other departments to assist in the design and development of various reports and spreadsheets for presentation of district information.
- Collaborate with vendors to obtain quotes to ensure proper acquisition of services and materials. Maintain inventory of grant funded materials and assets.
- Attend School Committee meetings to present on grant awards and provide updates to School Committee on grant funding.
- Represent Westfield Public Schools at various organizational meetings.
- Work with the Director of Finance on budget preparation.
- Supervise staff positions in their administrative duties related to overall grants management.
- Any other duties or responsibilities as may be required/requested by the Superintendent of Schools or his/her designee.
- Bachelor’s degree from an accredited university in business administration or accounting, or related field required.
- 3 to 5 years of successful experience in grant writing and/or non-profit/public financial management.
- Excellent written and verbal communication, project management, and proficiency in financial/grants management software. Advanced skills in Excel are required.
- Familiarity with Massachusetts Department of Elementary and Secondary Education (DESE) grant procedures and reporting systems (GEMS) is highly preferred.
- Preference will be given to those with experience using the MUNIS accounting system.
- Performance on this position will be evaluated in accordance with the Westfield School Committee policy on evaluation

Salary: $75,000 to $85,000 Per Year
