GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIESResponsible for working as a team to identify and list all property in Westfield for the purpose of taxation and to help provide administrative and technical support to the Chief Assessor and the Board of Assessors. Responsible for knowledge of laws and ordinances pertaining to the assessment of property.
SUPERVISIONWork is performed under the general direction of the Chief Assessor. In the absence or under the direction of the Chief Assessor work is performed under the direction of the Assistant Assessor.
ESSENTIAL DUTIES AND RESPONSIBILITIESThe essential functions or duties listed below are intended only as illustrations of the various type of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.
- Complete field and office appraisals for all personal property located within the City. Including reviewing Form of Lists and physical inspections.
- Track new businesses and submit monthly reports to the Chief Assessor.
- Assist with cyclical property inspections in accordance with Department of Revenue.
- Exempt property data management: 3
ABC applications, City/State/Federal owned parcel, and all building permit inspections and valuation reviews associated with exempt properties. - Chapter Land data management:
Chapter Land accuracy review via applications and physical inspections. Review of forestry plans. - Land valuations updates: GIS discrepancy reviews, splits and apportionments.
- Assist with abutters lists
- Related work as required.
SKILLS AND ABILITIES
- An advanced knowledge of the more specialized and/or technical activities.
- Knowledge of laws and ordinances pertaining to the assessment of property, such as local, social and economic factors affecting property values.
- Considerable skill in dealing tactfully and courteously with property owners and the public. Maintains effective working relationship with co-workers in office and those employed at Department of Revenue.
- An in-depth understanding of the department’s interrelationship with other departments and other municipalities.
- Knowledge of and proficiency in use of personal computers and various software applications such as spreadsheets, databases, and word processing.
Associates Degree in business, economics, public administration or a related field plus three years’ experience in real estate appraisal work. Any equivalent combination of education and experience which provides required knowledge, skills and abilities to perform the essential functions of the job may be considered. Possession of or willingness to obtain and maintain hire , the Massachusetts Accredited Assessors certification. Valid Driver’s License.
