DEFINITION

Under general supervision, inspects workmanship and materials used in a variety of public works projects to ensure conformance with plans, specifications and departmental regulations; directs and guides contractors regarding city standards and contract specifications to achieve quality control and proper use of materials; and does related work as required.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the City Engineer. Provides supervision, training, and guidance to the Public Works Inspector on construction projects. May exercise technical and functional direction over contractors.

CLASS CHARACTERISTICS

The Senior Public Works Inspector is the advanced journey level classification in the Public Works Inspector. Senior Public Works Inspector works under minimum supervision and performs a full range of inspections of construction site condition, work methods, and materials used at public works construction projects within the public right-of-way to ensure conformance with plans, specifications, and applicable regulations. Public Works Inspector performs the more difficult or responsible inspections assigned to the work group which require the use of considerable discretion and independent judgement.

This classification is distinguished from the Public Works Inspector by the level of responsibility assumed and the complexity of duties assigned.

EXAMPLES OF TYPICAL JOB FUNCTIONS (Illustrative Only)
  • Performs the most difficult and complex inspections of construction site conditions, work methods, and materials used at public works construction projects within the public right-of-way.
  • Reviews plans and specifications of assigned installation, repair, and construction projects including streets, storm drains, curbs, gutters and sidewalks, street and alley pavement and grading, and water distribution systems; attends pre-construction meetings.
  • Inspects all phases of construction of public works and private development projects in the public right-of-way; inspects conditions, methods, and materials for conformance with specifications, plans, and applicable codes and regulations; checks lines, grade, size, elevation and location of structures; collects field measurements and performs field tests of materials such as asphalt, sand gravel, and concrete; inspects adjacent properties for damage from construction activity.
  • Monitors traffic control problems at construction sites and coordinate corrections if necessary.
  • Confers with property owners regarding project schedule, hazards, and inconvenience; investigates resident complaints and inquiries regarding projects; provides information and participates in resolution of complaints as appropriate.
  • Observes work of contractors in progress and upon completion; monitors contractor workforce for adequate staffing levels.
  • Reviews and recommends approval of progress payments for contracted construction work; recommends acceptance of completed construction work or requirement of additional work upon completion of project.
  • Records amount of materials used and work performed; prepares daily activity records and reports; maintains complete and accurate files and databases.
  • Prepares a variety of activity records and status reports; maintains as-built notes for each set of plans.
  • Represents city in cooperative projects with other agencies; coordinates work with other city departments and utilities.

QUALIFICATIONS

Knowledge of:

  • Materials, methods, techniques, principles and practices used in public works construction, installation, operation and maintenance of public works and utilities systems and facilities.
  • Applicable Federal, State, and local laws, rules, regulations, ordinances, and organizational policies and procedures relevant to the construction of assigned projects.
  • Safety equipment and practices related to the work, including safe driving rules and practices.
  • Mathematical principles including algebra, geometry, and trigonometry.
  • Record keeping principles and procedures.
  • Modern office practices, methods, and computer equipment and applications related to the work.
  • English usage, grammar, spelling, vocabulary, and punctuation.
  • Techniques for effectively representing the City in contacts with governmental agencies, community groups, various business, professional, educational, and regulatory organizations and with property owners, developers, contractors, and the public.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
  • Occupational hazards and standard safety practices necessary in the area of public works maintenance and inspection.
  • Public relations and conflict resolution methods and techniques.

Ability to:

  • Understand and interpret engineering plans and specifications for conformance with pertinent standards and policies.
