POSITION PURPOSEThis position is anticipated to play a key role in delivering the City’s upcoming Fire Station Capital Improvement Program. In November 2024, Westminster voters approved Ballot Initiative 3H, authorizing a dedicated funding source to advance critical community investments. A significant component of this program is the delivery of new and replacement fire stations across the City. The Senior Construction Projects Manager will support the planning, design, and construction of major fire station capital projects, including ground‑up facilities and demolition and replacement of existing stations, and will also support a broader portfolio of City facility capital improvement projects as needed.
EssentialJob Functions, Duties, Responsibilities, and Tasks
- Oversee all phases of capital improvement and maintenance projects involving City facilities:
- Develop preliminary facility project scope; confirm that it meets end user’s identified need. From the preliminary scope, develop preliminary budget and schedule.
- Develop project options and alternatives for consideration.
- Serve as project manager, overseeing a wide variety of facility‑related projects.
- Review project plans and specifications to ensure conformance to City standards and compliance with project objectives.
- Provide review comments to outside consultants, vendors and contractors.
- Ensure that goals or objectives of the project are accomplished within prescribed time frame and budget requirements.
- Recommend and manage alternative project delivery contracts (e.g., CM/GC, Design‑Build) for complex projects that do not fit the traditional design‑bid‑build model.
- Work closely with end users, staff from departments, and other stakeholders impacted by the project to ensure their needs and interests are addressed:
- Collaborate with building users, design teams and building construction teams.
- Inspect work for conformance to blueprints, specifications and standards.
- Act as liaison between project personnel, client departments and contractors.
- Schedule projects to minimize downtime and impact on existing systems and work environments.
- Act as primary contact to external agencies and private companies relating to delivering City facility capital improvement projects.
- Conduct public engagement activities and ongoing negotiations with potential partners.
- Prepare and manage procurement documents:
- Review contractor bids, proposals, and qualifications and select contractors to perform work in accordance with City policies.
- Participate in bid openings, prepare bid tabulations, and perform pre or post‑qualifying reviews of contractors. Award contracts and prepare standard form construction contracts and agreements, professional services agreements, and required amendments, ensuring completeness.
- Read/review construction drawings, technical specifications, and construction documents; compare/contract these with City standards, equipment selection, controls documentation and other construction specific records.
- Administer and/or attend a variety of meetings to manage facility projects, administer contracts, and communicate project status and expectations:
- Verify, approve, and process contractor and consultant payment requests.
- Administer warranty period on completed contracts, monitor compliance with warranty terms.
- Administer project closeout process, including granting substantial completion, obtaining certificate of occupancy, punch list completion, project acceptance, and making final payment.
- Engage in professional development:
- Continuously enhance knowledge and skills in construction management, project management, and related fields.
