Position Summary

JGMS Government Services requires the support of a Technical Lead to support our client's Real Estate Team on the design and constructability review of plans and specifications as well as the full-time on-site lead for the renovation of a government building in Grand Junction, Colorado. We are looking for expertise in Construction Quality Management or similar experience. The Technical Lead will report directly to the Director, Asset Management or their authorized representative.

Regular progress updates, and assistance with interim reports and final reports may be required. This position will be part time hybrid through FY 2026 and will transition to full time on-site beginning in FY 2027.

Job Duties And Responsibilities
  • Ensure all projects meet specifications, building codes, and safety standards by developing a Quality Control (QC) process, conducting site inspections, and managing documentation. Monitor construction activities and drive continuous improvement.
  • Develop and implement project‑specific QC processes and inspections, and maintain detailed documentation for compliance, including a deficiency log.
  • Perform on-site inspections before, during, and after construction and note any issues or concerns. Report discrepancies to client management verbally and in writing.
  • Identify potential non‑compliance issues or concerns, recommend corrective actions, and manage the deficiency log.
  • Prepare daily, weekly, and monthly quality reports, and liaise with owners, engineers, and USACE as requested.
  • Ensure all work adheres to safety regulations such as OSHA and environmental standards, and report any non‑compliance to client management immediately.
Requirements

Required Qualifications
  • A Bachelor's degree in construction management or equivalent experience.
  • Minimum of 10 years of construction experience with a proven record of quality control, inspections, or project management.
  • Expertise in commercial construction with at least 10 years of general contractor experience as a superintendent or project manager and knowledge of all aspects of civil, structural, mechanical, plumbing, electrical, architectural, etc.
  • Knowledge of International Building Codes, NFPA, NEC, ISO, and others.
  • OSHA 30 certificate.
Desired Qualifications
  • Proficiency in reading blueprints, understanding specifications, and using management software.
  • Strong leadership, analytical skills, attention to detail, and communication abilities.
  • Certified Construction Quality Manager.
  • Supervisor experience on commercial building construction projects.
  • Experience related to federal or DOE Facilities.
  • Knowledge of DOE orders and/or guides.
Safety and Health Compliance
  • Requirement of a Fit for Duty physical as defined under 10

    851.
  • Hours worked subject to capture on client Form 2146.
  • Work to contractors JSA (Job Safety Analysis).
  • Subject to associated required training (minimum: Heat/Cold Stress, Fire Extinguisher, Hearing Protection, and others if required).
  • CPR/First Aid certified with certification remaining current through work duration; provide a copy that meets at least AHA requirements.
Background Check and Screenings

A pre‑employment drug screening and background review that includes checks of personal references, credit, law enforcement records, and employment/education verification is required.
