This is a three (3)-year, temporary, benefited professional engineering position in the Department of Public Works and Utilities responsible for plan review of new private development, redevelopment and capital improvement projects involving drainage, plats/easements, transportation and other infrastructure. The incumbent is a liaison to consulting engineers, developers, contractors, the community, and other agencies on a number of private development, redevelopment and capital improvement projects.
Additionally, this position will necessitate a strong understanding of the typical development review process and be able to review plats, drainage, stormwater, floodplain, water, wastewater, reclaimed water systems, pedestrian trails, and bridges. The City of Westminster has a Multilingual Stipend Program to encourage and reward benefited employees who are conversationally fluent in languages other than English; benefited employees can qualify for a bi‑weekly stipend that varies based on proficiency and usage.
Major responsibilities include review of development projects throughout the city. Work is performed with appreciable latitude for independent judgement and action that is reviewed by the Development Engineering Administrator through observation, conferences, reports, and achievement of desired objectives. This position will require attendance at occasional evening meetings.
Salary2026 salary range for the Engineer is $92,899 to $116,121 per year. The 2026 salary range for the Senior Engineer is $115,388 to $144,247 per year.
Responsibilities- Reviews development, redevelopment, and capital improvement projects to assure compliance with City standards and specifications
- Reviews construction plans, plats, specifications, and quantity lists for a variety of projects, including: drainage, transportation, stormwater, water, sanitary sewer, traffic signalization, beautification, sidewalk, curb, and gutter
- Reviews proposed public works projects, their need, and impact on development with the planning staff
- Develops priorities and cost estimates as part of a long‑range proposed capital improvement program
- Reviews plans, specifications, and contract documents prepared by consulting engineers for propriety, adequacy, and accuracy
- Reviews and prepares standards, specifications, ordinance requirements, and regulations to be applied by the City
- Researches latest developments to determine necessary changes and assesses their probable impact
- Makes cost estimates for budgetary purposes
- Compiles information regarding ownership of property
- Keeps abreast of developments in the public works field
- Answers inquiries regarding projects and other engineering matters
- Represents the Department of Public Works and Utilities by working effectively with other City departments
- Gives presentations in public meetings regarding capital improvement projects
- Prepares written reports and memoranda, including City Council Agenda Memos and Staff Reports
- Graduation from an accredited four (4)-year college or university with major coursework in civil engineering or closely related field
- Must possess a valid driver’s license, provide proof of a safe driving record, and maintain a safe driving record for continued employment
- Minimum of one (1) year of experience in the design or review of public improvement projects, with an emphasis on drainage and transportation projects
- Engineer-in-Training (EIT) certification
- Three (3) to five (5) years of progressively responsible experience in the design or review of public improvement projects, with an emphasis on drainage and transportation projects
