The Senior Preconstruction Manager takes a leadership role in guiding complex projects from concept to construction by managing planning, design optimization, and financial oversight. This role involves project strategy development, stakeholder engagement, and the integration of innovative solutions to drive efficiency and ensure projects begin on a solid foundation aligned with client and organizational goals.

Principal Duties and Accountabilities:
  • Lead development of opportunities for future projects and network internally and externally to pursue such opportunities.
  • Oversee conceptual budgets developed with quantity take-offs, preconstruction tools, and pivot table analysis.
  • Review design documents for evaluation of system, cost, coordination, and schedule impacts, focusing on high-risk items and areas of concern, and facilitate effective communication across the project team.
  • Oversee the preconstruction phase, focusing on upcoming milestones and preparing the project team. Manage project executive relationships and communicate regularly with internal leadership.
  • Proactively anticipate potential issues, plan ahead to minimize risk, and develop creative solutions to optimize strategy and execution to maximize profitability.
  • Create budget estimates using the PD Pricing sheet and define project scope despite incomplete design details, continually updating preliminary estimates as design evolves and tracking scope changes via a trend log.
  • Lead all internal project team meetings during preconstruction and participate in forecasting and milestone meetings until project completion.
  • Serve as owner of USE safety culture on the jobsite, participating in safety policy refresher courses and championing a safe work environment.
  • Coordinate project operations startup, including budget development, equipment logs, and material matrices to ensure the Operations team has all necessary information.
  • Assist the Operations team with quote scope review and lead time management, ensuring procured material and equipment meet specifications and building codes.
  • Maintain internal pricing references and tools, ensuring they function as intended.
  • Oversee the design-build process and manage engineers and design partners, driving USE standards into designs, addressing constructability issues, and reviewing engineering calculations and regulatory codes.
  • Partner with Operations on project pursuits by leading development of pursuit strategies, scope and design reviews, budget development, proposal development, risk analysis, GC schedule reviews, and interview preparation for assigned projects.
Management Responsibility:
  • Supervisor – responsible for hiring, performance management, and pay administration for subordinates. Potential supervised positions:
    Preconstruction Managers, Assistant Preconstruction Managers, Preconstruction Engineers.
Education & Experience:
  • Bachelor’s degree in Mechanical Engineering, Construction Science/Management, Architectural Engineering, or related field. P.E. (Professional Engineer) license strongly preferred.
  • Prior experience in preconstruction and mechanical and plumbing design, focusing on large-scale projects or portfolios.
Knowledge, skills, and abilities:
  • Expert understanding of key mechanical and plumbing systems, components, and their advantages and disadvantages. Consulting engineering design expertise preferred.
  • Advanced knowledge of construction technology, processes, and standards.
  • Proficiency with Microsoft Office (Excel, Word, etc.), Bluebeam, and estimating software.
  • Advanced understanding of project management principles and business and financial acumen.
  • Excellent communication and interpersonal skills to build professional relationships and articulate messages persuasively to varied audiences.
