Position PurposeThe Victim Services Coordinator is a civilian position assigned to the Investigation Services Division of the Westminster Police Department, working within the Police Department and with the Municipal Court. Under general supervision, this person supervises, coordinates and administers a Victims Services Unit for victims of crime and personal tragedy within the City of Westminster. This position reports to the Investigations Commander.
The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage, and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi‑weekly stipend that will vary based on the employee’s level of proficiency and usage.
EssentialResponsibilities
- Develops and implements policies and procedures to accomplish the goals and objectives of the Victims Services Unit; oversees the provision of a wide variety of case management services, including crisis intervention, needs assessments, and referrals; monitors the City of Westminster Police Department’s compliance with the Victims’ Rights Amendment
- Assists with unit budget development and administration
- Helps to determine appropriate level of staff and other resources necessary to run unit:
- Evaluates unit performance, identifying and resolving deficiencies
- Supervises Victim Advocates and assists staff as necessary
- Supervises Volunteer Victim Advocates on volunteer matters related to policies, procedures, abilities, and safety issues
- Recommend hiring, trains employees and volunteers
- Schedules employees and volunteers
- Assigns work, monitors its progress, guides and develops employees and volunteers in the accomplishment of their duties and professional growth
- Writes and conducts evaluations
- Attends and/or conducts a variety of meetings such as staff meetings and employee briefings
- Consults and collaborates with other supervisors and managers in criminal justice system to establish priorities, develop policies, and coordinate countywide efforts
- Researches issues and problems, prepares written/statistical reports, and makes presentations
- Works with Adams and Jefferson County VALE Boards to identify programs eligible to apply for VALE funds and identifies gaps in service delivery
- Oversees the application for, implementation of, and reporting for various federal, state, and private grants
- Acts as liaison with victims, witnesses, police officers, detectives, prosecutors, social service agencies, community, courts, and probation department
- Represents the City of Westminster on various boards, committees and task forces and also within Police Department
- Recruits, interviews and manages large groups of volunteers who assist with on‑scene callouts, perform follow‑up phone contact on cases and help with administrative duties
- Collects data on services provided and supports staff with case follow‑up
- Works with various divisions within the Police Department to provide training to Police Officers and other Police Department Personnel to enhance understanding of victim’s issues and improve delivery of services to victims of crime and personal tragedy
