Job Overview

The Utilities Specialist I/II is responsible for the safe and efficient operation of Westminster’s utilities systems, primarily within the Construction Meter Program. The incumbent manages program compliance, ensures all construction water is metered, and coordinates cross‑connection control to protect the city’s drinking water system. The role requires mandatory overtime, weekend duty, and on‑call emergency service with a 30–45 minute response time.

Responsibilities
  • Perform preventative maintenance and repair on utility systems according to program guidelines,
    CIS or Cityworks software, and customer requests.
  • Maintain storage tanks, controls, meter pits, and coordinate small and large meter repairs.
  • Lead small groups of employees, organize projects, training, and provide staff feedback.
  • Administer the Large Meter Program to maintain water meter accuracy in compliance with industry standards and regulations.
  • Assist the Utilities Supervisor in project planning for water meter testing and vault rebuilding, conduct field and bench tests, order parts, and manage inventory.
  • Interpret and explain ordinances, codes, regulations, and policies to contractors, homeowners, and other stakeholders.
  • Coordinate activities with other departments to ensure compliance with city standards and specifications.
  • Communicate verbally and in writing, provide customer service, mediate disputes, present a professional appearance, and submit reports and logs.
  • Operate light to heavy equipment and machinery (backhoe, high‑pressure sewer cleaners, forklifts, crane trucks, etc.) and electrical test equipment.
  • Perform wide variety of physical labor duties, including repairing sewer and water line breaks.
  • Maintain a Class A CDL with tanker endorsement, a DOT physical card, a valid driver’s license, and a safe driving record.
  • Perform CPR and basic first aid, maintain regular and punctual attendance.

    Other Duties
  • Lead or direct small groups of employees.
  • Assist in preparing staff reports, agenda memos, and special letters.
  • Perform duties from other assignments, including Distribution Maintenance, Construction, Wastewater Maintenance, Reclaimed Water, Asset Management, and Street Division snow removal.
  • Education, Experience, and Certifications Required
    • High school diploma or GED.
    • Valid driver’s license with a safe driving record.
    • Minimum two years of experience in utilities operations (water distribution preferred); minimum three years operating light and heavy equipment.
    • State of Colorado Class 1 Distribution Certification (mandatory); ability to obtain Class 2 within 12 months.
    • Experience with confined space entry, gas detection, asbestos, cement pipe awareness, and flagger training.
    • Maintenance of water metering systems and light equipment; experience in water distribution maintenance.
    • Ability to obtain a Commercial Driver License within 90 days of hire with Air Brakes, Tanker, and Combination Vehicle/ Class A endorsements.
    • Must pass a DOT physical at hire and every two years thereafter.
    • Must obtain an ABPA Backflow Tester Certification within 12 months of hire.
    Preferred
    • CPR/first aid knowledge.
    • Three or more years of experience in operations and maintenance of water distribution and metering systems.
    Physical Requirements
    • Work involves sitting, driving, standing, walking on uneven terrain, squatting, bending, kneeling, lifting up to 120 pounds, and operating heavy equipment.
    • Work in confined spaces, extreme temperatures, and potentially hazardous conditions.
    • Requires normal vision and hearing.
    Working Conditions

    Work is performed indoors and outdoors year‑round with exposure to extreme temperatures, confined spaces, chemicals, fumes, methane gas, and medical waste.
