JOB SUMMARY
The Director of Middle Schools assumes overall responsibility of the Middle School Program in Carroll County Public Schools (CCPS). The Director of Middle Schools serves as the instructional leader for all middle schools. The Director of Middle Schools collaborates with other members of the Executive Leadership Team to ensure that all CCPS middle schools implement policy, administrative regulation, procedure, and guidance in alignment with the goals and priorities of the Board of Education of Carroll County and the Superintendent.
ESSENTIAL JOB FUNCTIONS
* Supports middle school leaders and staff in the development, implementation, and evaluation of a shared vision, mission, and core values for each middle school.
* Provides leadership and builds the capacity of middle school leaders to act ethically in accordance to professional norms and collective commitments to promote individual student academic success and well-being.
* Strives for equity of educational opportunity and promotes culturally responsive practices to improvement of individual student groups.
* Builds the capacity of middle school leaders and staff to develop and support intellectually rigorous and coherent systems of curriculum, instruction, intervention, and assessment.
* Ensures middle school leaders and staff cultivate inclusive, caring, and supportive school communities.
* Facilitates professional learning specifically for middle school principals and assistant principals that improves the professional capacity and practice of leaders focused on instructional leadership and improving student achievement. Collaborates with other members of the Executive Leadership Team to provide professional learning to other school system and staff.
* Ensures that all middle schools engage families and the community in meaningful, reciprocal, and mutually beneficial ways.
* Ensures middle school administrators and staff manage school operations and resources responsibly and in a student-centered manner.
* Models a commitment to continuous improvement and builds the capacity of middle school leaders and staff to develop, implement, monitor, and evaluate a culture committed to continuous improvement.
* Performs delegated management duties related to fiscal operations, personnel, program materials and supplies, program facilities and equipment and keeps records within established guidelines for middle schools (and vertically aligned with elementary and high schools).
* Supports an effective program of interviewing, hiring, placing, supporting, and evaluating middle school leaders and staff.
* Manages a budget at the Central Office level and supports middle school leaders in the development, implementation, monitoring, and evaluation of individual middle school budgets.
* Responds to questions and concerns from parents, school administrators, and staff. Serves as requested by the Superintendent to process and hear formal appeals.
* Visits middle schools and programs on a regular basis and consults with other members of the Executive Leadership Team to assess the effectiveness of curriculum, instruction, intervention, and assessment for students.
* Serves as part of a collaborative team focused on improving instructional outcomes for individual students.
* Performs other duties as assigned.
MINIMUM REQUIREMENTS
* Master's Degree from an accredited institution.
* Must be eligible for or hold a current Advanced Professional Certificate/License from the Maryland State Department of Education with the Administrator I and II endorsement or the new Supervisor of Instruction, Assistant Principal, Principal endorsement.
* At least three (3) years of outstanding teaching or related service delivery experience.
* At least three (3) years of experience in administration.
* Specialized educational graduate study and experience in the subject area is preferred.
* Outstanding references related to instruction and/or supervision in the subject area.
KNOWLEDGE,
SKILLS AND ABILITIES
* Knowledge of and experience providing leadership and promoting school improvement.
* Knowledge of relevant national and international current events.
* Skill with interpersonal communications and human relations.
* Ability to work with persons from diverse backgrounds.
* Ability to communicate effectively orally and in writing.
* Ability to operate small office equipment, including copy machines or multi-line telephone systems.
* Ability to utilize appropriate software including Microsoft Office Suite.
* Ability to create and guide implementation of capital improvement plans or programs.
