As part of the Department of the Comptroller, you will take ownership of the enterprise funds for the County. Under the direction of the Comptroller, your expertise in accounting and reporting will ensure that financial statements are prepared in a timely and accurate manner. You will manage the overall financial activities of various funds within our organization; the leadership you provide will support the accounting team and ensure work meets established deadlines and standards while complying with all laws and regulations.
You will greatly impact the County’s business‑type activities so informed decisions are made regarding our Airport, Utilities, Fiber Network, Firearms Facility, Septage, and Solid Waste.
- Manage the overall direction, coordination, and evaluation of enterprise funds for the County. Supervise and support accounting staff responsible for the various funds while monitoring the quality of their work.
- Prepare operating and capital budget revenue estimates for enterprise funds. Lead the review of landfill fees, septage rates, water and sewer rates and other Enterprise Fund fees/rates to make recommendations to develop appropriate rates.
- Analyze the enterprise funds as well as all bank and general ledger cash balances pertaining to business‑type activities.
- Analyze enterprise financial statements, regulatory and economic information, and current trends as they relate to the County's business‑type activities.
- Develop and maintain statistical tables, reports, and other technical reports for the enterprise funds, management, and other governmental agencies.
- Maintain up‑to‑date knowledge of accounting practices and complete required continuing education training.
- Determine work procedures and prepare work schedules to expedite workflow for the accounting team.
- Review budgets for the office. Recommend reallocating resources when necessary.
- Implement standards developed in coordination with peers through policies, procedures, and work schedules. Lead team training to reinforce integrity, ethics, and the use of sound fiscal management practices.
- Maintain transparent communication to support flow of information in the organization.
- Encourage collaboration and support team members work and development through mentorship. Build and maintain a welcoming workplace.
- Lead team operation to meet standards set in Federal, State, and local laws. Partner with legal counsel to ensure policies, procedures, and practices follow applicable Carroll County ordinances.

Education and Experience
- Bachelor's degree in accounting or a related field
