Job Summary

Are you an experienced government administration professional in search of a position where your experience can help lead, direct and manage overall operations for a large government agency? Carroll County Government is currently seeking a County Administrator to work directly with the Board of County Commissioners to oversee overall county operations. They are looking for an experienced government administration professional who can help them effectively manage all aspects of the county’s operational needs.

Job Summary for the County Administrator – Carroll County Government

The primary function of this position is to lead the County Administration team in developing, integrating and directing current and long-range strategic plans while helping to concurrently oversee and direct ongoing operations and programs. This position will report to the Board of County Commissioners and is an appointed position.

Essential Functions
  • Direct and oversee current and long-range strategic plans for all County activities; advance the organizational mission, vision, values, and strategic direction
  • Oversee departments and establish programs to achieve Board of Commissioner directives/policies
  • Plan, direct, control, and coordinate a wide range of work programs and services. Establish and monitor controls to evaluate performance in meeting program and County goals and objectives; take appropriate actions to correct performance and to adjust programs to meet requirements
  • Assist County Commissioners in defining County policies
  • Provide high level project management of Commissioners  priorities and tasks; provide updates to the Board of Commissioners on status and results of various projects
  • Serve with the Deputy County Administrator as the principal contact to the Board of Commissioners for County-wide issues
  • Oversee the day-to-day functions of the County Commissioner’s Office
  • Manage the Board of Commissioners’ meeting process including coordinating the agenda, overseeing physical arrangements, and following-up on questions and actions
  • Assist and support Board of Commissioners, Deputy County Administrator, and department staff in the development of communication and engagement strategies and provide support in communication and engagement planning, coordinating, and producing results
  • Represent the County on local and regional boards and commissions to address major issues, projects or programs; make presentations to elected and appointed officials, groups and agencies; build and maintain positive community relations
  • Research, troubleshoot, and resolve constituent issues and issues brought to the County Administrator and/or individual Board members;
  • Coordinate with county’s legislative liaison and staff to review, identify and track certain State and Federal legislative initiatives through the Annual Legislative Session of the Maryland General Assembly; research as necessary the potential impact of bills on County Government

Skills and Abilities
  • Ability to read, analyze, and interpret information, policies, and legal documents
  • Ability to respond to inquiries or complaints from employees, citizens, members of the business community, or regulatory agencies, and successfully resolve issues.
  • Proven ability to write policies, reports, speeches, correspondence, procedures, and other required documentation
  • Proven ability to make persuasive presentations on complex topics to top management, public groups and/or boards, and employees
  • An understanding of how to correctly define problems, collect data, establish facts and draw valid conclusions
  • Ability to manage conflict, negotiate, and resolve issues
  • Understanding of how to use information technology to enhance productivity
Training and Experience Requirements
  • Bachelor’s degree in Business Administration, Public Administration or Business Management
  • At least 9 years of progressively responsible governmental administrative positions
  • County residency
