Accounting Manager, Financial Analyst, Tax Accountant
The State of Connecticut, Department of Labor (DOL), is committed to protecting and promoting the interests of Connecticut workers. We are currently recruiting for an Accounting Careers Trainee in the Employer Status Unit, which is responsible for determining employer liability for unemployment insurance coverage, registering employers for Connecticut State Unemployment Taxes, and assisting employers in complying with state unemployment insurance laws and regulations.
Responsibilities- Respond to inquiries related to: annual rate notice, registration of employer for unemployment tax reporting, determination of status and liability for employers, status of employers, change of address or status, departure or release of liability for registered employers, changes in payment options, interpretation of unemployment laws and regulations, joint and unit accounts of commonly controlled entities, requests for partial transfers of merit rating experience, clearance statements for corporations regarding status with the Secretary of State, identifying potential employers subject to UI tax law, notification of employer liability and initial rates, termination of inactive employer accounts, processing and recording all coverage information, handling liability appeals, and maintaining accurate and current files on each employer.
- Participate in a structured training program that includes: learning introductory accounting or auditing work, performing increasingly difficult duties as skills are acquired, examining financial records for compliance with statutes and guidelines, maintaining financial records and accounts, establishing financial statements and schedules, preparing budget estimates, and performing related duties as required.

Salary will be determined by completion of a one‑year training program and the program level achieved, with the following ranges:
- Bachelor’s degree with at least 15 semester hours in accounting:
Step 3 – $61,264, Step 5 – $65,384. - Bachelor’s degree with at least 30 semester hours in accounting:
Step 5 – $65,384, Step 7 – $69,521. - Master’s degree with at least 15 semester hours in accounting:
Step 5 – $65,384, Step 7 – $69,521. - Master’s degree with at least 30 semester hours in accounting:
Step 6 – $67,460, Step 7 – $69,521.
Salary adjustments will take effect in the pay period following the degree conferral or credit completion date. Current state employees will receive adjustments per Administrative Services guidelines.
Minimum Qualifications- Bachelor’s degree with a minimum of 15 semester hours in accounting and/or qualifying experience.
- Completion of a one‑year training program to qualify for advancement to a professional agency accounting or auditing position.
- Experience in conflict resolution.
- Experience in accounting or auditing.
- Experience with the CT Unemployment Insurance Program.
- Ability to prioritize multiple assignments with competing deadlines.
- Experience in providing verbal and written communication to customers.
- Knowledge of accounting and auditing principles and practices, business mathematics and statistics, business use of information technology, and effective report writing.
- Ability to read and understand written materials, and to utilize computer software.
In a state agency, this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional accounting or auditing position.
