Purpose of Job Class (Nature of Work)In the Departments of Labor and Revenue Services (Audit Division), this class independently performs a full range of tasks in conducting office and field examinations of financial records and accounts of businesses and individual taxpayers to ensure accuracy of tax liability.
Examples of Duties- Prepare for taxpayer examinations by reviewing tax returns, prior audit reports, and other available data
- Meet with taxpayers to discuss audit procedures, answer questions, and obtain necessary information and records
- Examine and verify business and financial records
- Verify that exemptions and deductions taken by taxpayers are valid and proper
- Employ test procedures applicable to enterprises under audit
- Prepare papers supporting all adjustments to tax returns
- Compute assessments
- Review and discuss audit findings with taxpayers and/or representatives to illustrate how tax laws and rulings apply, and to support audit results
- Prepare statistical and narrative reports explaining and supporting audit results
- Answer taxpayer inquiries about tax return completion and record‑keeping requirements
- Participate in hearings of disputed cases
- Assign, control, and/or review work of field and office examiners as needed
- Perform related work as required
- Conduct complex taxpayer examinations to ensure accurate contributions to the Unemployment Compensation Trust Fund
- Conduct complex taxpayer examinations for income, corporate, sales, use, and excise or public services taxes
- Identify taxpayers for audit purposes
- Provide a full range of taxpayer assistance for all state taxes
- Assist taxpayers in resolving disputed bills or collection notices
- Research and provide written responses to complex technical questions concerning state taxes
- Create and revise tax publications, forms, and training materials
- Train lower level permanent and temporary staff and review their work
- Represent the division on tax policy subcommittees
- When assigned to a field office, oversee operations of the taxpayer assistance function and staff
- When assigned to central office, coordinate, plan, and oversee educational and informational projects
- Speak about state taxes before practitioners and taxpayers
- Considerable knowledge of professional auditing methods, procedures, and practices
- Strong understanding of accounting procedures, practices, and systems for complex business corporations, partnerships, and proprietor ships
- Knowledge of tax accounting methods, appropriate tax statutes, and related regulations
- Excellent interpersonal, oral and written communication skills
- Ability to analyze complex accounts, tax reports, and financial statements, and to apply complex tax statutes
- Effectively deal with taxpayers, corporate officers, tax accountants, tax attorneys, and coworkers
- Proficiency with computer software
Seven (7) years of experience in accounting or auditing.
