This is a full-time, 40‑hour per week position on first shift. Schedule is Monday‑Friday between 8:00am and 4:30pm. The position is located at DOC Central Office at 24 Wolcott Hill Road in Wethersfield, CT. Hybrid schedule may be available upon successful completion of the probationary period.
Responsibilities- Support Medicaid‑aligned programs by reviewing financial, utilization, and documentation data for accuracy and compliance
- Analyze and validate data received from DOC facilities to support Medicaid claiming, time‑study processes, and fiscal reporting
- Review and analyze paid, denied, or disputed claim information to help resolve discrepancies and improve documentation accuracy
- Collaborate with facility and program staff to ensure documentation meets required standards and supports compliance obligations
- Provide training and technical guidance on Medicaid requirements, time‑study processes, and analytical tools used within DOC
- Prepare routine and specialized analytical, fiscal, or statistical reports for DOC leadership and external oversight agencies such as DSS or OPM
- Conduct research to support continuous improvement efforts, strengthen compliance, and enhance workflow efficiency
- Participate in the implementation, troubleshooting, and testing of DOC health information, time‑study, and financial reporting systems
Six (6) years of professional experience in financial management with some experience in health care management.
Minimum Qualifications – Substitutions Allowed- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one‑half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in accounting, finance, or another closely related field or public health with some college courses in accounting or finance may be substituted for one (1) additional year of the General Experience.
- Professional experience in health care facility administration, health program administration, health insurance administration, health planning or other health care related fields may be substituted for the General Experience on a year‑for‑year basis to a maximum of one (1) year.
- Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.
- Experience performing data analysis, fiscal review, or program evaluation in a government, health care, Medicare, Medicaid, or compliance‑driven environment
- Experience reviewing or validating accounting coding structures
- Experience preparing financial, analytical, or statistical reports for decision‑making
- Experience with comparable financial platforms like Peoplesoft/Core‑CT used for expenditure tracking and reporting
- Experience identifying and resolving analytical or compliance issues and implementing corrective actions
- Microsoft Excel skills and experience (formulas, pivot tables, data validation, etc.)
- Communication skills and experience collaborating with multi‑agency partners and stakeholders
- Knowledge of principles and practices of financial management including organization, administration, management, finance, budgeting, auditing and accounting; health care industry
- Skills:
interpersonal skills; oral and written communication skills - Ability in interpretation and analysis of complex financial, statistical, and technical data; ability to utilize computer software.
