Position Highlights

  • Note:

    The position requires that you have access to Federal Tax Information (FTI). The IRS mandates fingerprinting for all personnel with FTI access; successful completion of the background check is required.
  • Appointment to the Labor Department Resource Associate classification is contingent upon successful performance of duties and availability of funding. The appointee must serve at least one year at the Associate level before qualifying for promotion.
Position Duties
  • Administer the National Association of State Workforce Agencies State Information Data Exchange System (NASWA SIDES).
  • Assist the UI employer community with ReEmployCT system issues.
  • Respond to and resolve UI payment issues for claimants and agency staff.
  • Analyze bank reports for fraud detection and track resolution and return of funds.
  • Process UC‑1099G reprint requests.
  • Analyze requests for UC‑1099G corrections and issue amended forms when necessary.
  • Respond to and resolve ReEmployCT password reset requests and login issues for CTDOL staff and external partners.
  • Analyze UI data on assigned claim lists for potential fraud.
  • Coordinate with the UI system vendor and CTDOL System Operations Support (SOS) staff to submit system defects and monitor resolution.
  • Serve as a resource and mentor to CTDOL staff on UI Tech programs.
  • Operate software tools including ReEmployCT, Microsoft Outlook, Excel, Word, SIDES administration, and bank vendor applications.
  • Address phone calls and email inquiries from CTDOL staff and customers.
  • Create desk aids and manuals.

Minimum Qualifications
  • Six (6) years of technical‑level experience in counseling, employment placement, veterans employment and training support services, public contact work, human services, community action, job service, unemployment insurance, or employment and training functions.
Substitutions Allowed
  • College training may substitute for general experience, with up to four (4) years of experience credited for a bachelor’s degree (15 semester hours equal one‑half year of experience per year).
  • One (1) year of experience as a Labor Department Community Services Representative may substitute for the general experience requirement.
Preferred Qualifications
  • Experience with SIDES program administration.
  • Experience working with the UI employer community regarding the use of SIDES.
  • Experience responding to and resolving claimant UI payment issues.
  • Experience analyzing bank reports for fraud detection, initiating corrective action, and tracking resolution and return of funds.
  • Experience with UC‑1099G corrections.
  • Experience resolving ReEmployCT password resets and login issues.
  • Experience analyzing UI data on suspicious claim lists for potential fraud.
  • Experience submitting system defects to the UI system vendor and monitoring resolution with CTDOL SOS staff.
  • Experience acting as a resource and mentor to CTDOL staff on UI Tech programs.
  • Experience operating software tools:
    ReEmployCT, Microsoft Outlook, Excel, Word, SIDES administration, and bank vendor applications.
  • Experience addressing phone calls and email inquiries from CTDOL staff and UI customers.
  • Experience creating and maintaining UI process desk aids and manuals.
Special Requirements
  • Incumbents in veterans program positions must meet Title 38 qualifications (must be veterans, preferably disabled veterans, or other eligible persons).
  • Incumbents in Migrant & Seasonal Farm Worker (MSFW) Outreach positions must meet 20 CFR 653.107(a)(3)(i)(ii).
  • Incumbents may be required to speak a foreign language.
  • Incumbents may be required to travel.
