Leadership Opportunity in Community Health Services!

Our Public Health Emergency Response Services Department is seeking a manager to join the team. In this role, you will be responsible for planning and directing the department’s public health emergency response program including evaluating staff workload, determining priorities, delegating assignments, and providing leadership and direction to assigned staff. Work is distinguished by the ability to effectively assess deficiencies, develop plans, coordinate training, and lead emergency response efforts across the agency.

Direction is received from the Director of Community Health.

This full-time position is scheduled to work Monday - Friday, 8:00 a.m. – 4:00 p.m. and includes on‑call responsibilities. The hiring range for this position is $70,875 - $94,500, depending on experience.

Responsibilities
  • Recommends and develops systems and plans to prepare staff, residents, businesses, hospitals, and government entities within DuPage County to be able to respond to and recover from public health emergencies or disasters.
  • Acts as lead agency resource during public health responses including, but not limited to: communicable disease outbreak, foodborne illness outbreak, natural or man‑made disasters.
  • Collaborates internally with each service unit to provide planning, training, exercising, response, and evaluation support.
  • Provides leadership and direction to subordinate staff, including training and development, delegating assignments, hiring, performance evaluation, and goal setting.
  • Acts as program manager for grant functions as assigned, including establishing grant budgets, overseeing the allocation of funds, monitoring funding source compliance, providing periodic narrative reports.
  • Maintains situational awareness internally and externally of any potential public health threats or impacts.
  • Acts as a liaison and maintains effective partnerships between the Health Department and local, state, and federal emergency response and public safety agencies.
  • Acts as liaison between the Health Department and external partners with a mutual interest in related initiatives.
  • Maintains 24/7 availability to respond to emergencies, drills, and other related activities, including primary Illinois Department of Public Health (IDPH) 24/7 contact for DCHD.
  • Serves as chair to Bio Watch Advisory Committee.
  • Provides oversight to the Medical Response Corps, which supports public health emergency preparedness programing in the community.
Training, Education, and Work Experience

Completion of a Master’s degree in Public Health or a related field and five years of applicable experience which included two years of experience working on collaborative projects with community groups and managing and planning for the work of assigned staff; or an equivalent combination of training and experience.

Additional Knowledge and Skills

The preferred candidate would have demonstrated considerable knowledge of public health emergency management principles and threats, incident command system, and project management; considerable knowledge of theory and practices of public health administration, including evaluation and assessment; considerable knowledge of community supported resources, health care providers, organizations, and systems; considerable knowledge of grant funding requirements, application processes and compliance procedures; considerable knowledge of Health Department operational procedures and policies;
