Job Summary
This position is located in the Department of Buildings (DOB), Office of Strategic Code Enforcement (OSCE), Field Team. The mission of DOB is to protect the safety of residents, businesses, and visitors and advance the development of the built environment through permitting, inspections, and code enforcement. OSCE conducts inspections of vacant and occupied property, as well as regulatory enforcement actions related to all matters under DOB authority.
The incumbent is responsible for managing and supervising field inspectors for Rental Housing, Property Maintenance including Vacant Building. Incumbent provides overall leadership and direction over program activities; ensures compliance with and enforcement of the Property Maintenance and Proactive Inspection standards and responds to public and tenant complaints and informs public on housing standards, codes, division policies, procedures, and other related housing matters.
Incumbent is recognized as an authority on the District's Rent Control Laws, Housing Regulations, and related codes, 12 G DCMR Property Maintenance Code, and other applicable acts and legislation. These includes but are not limited to the International Building code, International Mechanical Code, International Fire Code, International Plumbing code, International Energy code, Americans with Disabilities Act, and the International Property Maintenance code.
AND RESPONSIBILITIES
Develops, implements, and maintains procedures, administrative monitoring practices and controls in order to obtain smooth and effective operation of programs; coordinates work activities of the program to prevent delays in required actions or to improve programs or services; assists in the identification, development, and implementation of departmental goals, objectives, policies, and priorities; assists in the determination of resource allocation and levels of service according to established policies;
plans and writes grant applications and manages grant-funded projects.
Plans, organizes, and supervises field operations for OSCE in accordance with the mission and goals of DOB; develops new programs to support the strategic direction of the agency; advises and consults with administration/division managers; meets with appropriate staff to identify and resolve problems or conflicts; makes or recommends final decisions regarding policy, operations, and administrative procedures of the program.
QUALIFICATIONS AND EDUCATIONSpecialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
LICENSESAND CERTIFICATIONS
Incumbent must pass ICC International Property Maintenance Code Certification within one year of hiring.
Incumbent must possess and maintain a valid drivers’ license.
WORKING CONDITIONS/ENVIRONMENTThe work is performed in an office setting, which is adequately lighted, health and ventilated.
