The Montgomery County Planning Department is seeking an experienced and innovative Multimodal Transportation Planner IV to serve as a Department-wide transportation planning expert resource and to lead (1) the Department’s pedestrian and bicycle planning efforts; (2) updates of the Growth and Infrastructure Policy; (3) review of state and local transportation legislation; and (4) other transportation plans and initiatives that advance the Department’s goals as part of the Transportation Planning Division’s Multimodal Transportation Planning Team.

To succeed in this position, the selected candidate must possess excellent oral and written communication and consensus-building skills and be comfortable crafting policy and long-range planning recommendations. The position also requires extensive experience in project leadership and the capability to work well with a multidisciplinary team with diverse sets of backgrounds, as well as residents, developers, planners, architects, engineers, attorneys, public officials, and other county and state agencies.
Examplesof Important Duties
- Leading long-range pedestrian and bicycle planning efforts, including:
- Maintaining and advancing the implementation of related functional master plans
- Coordinating with stakeholder agencies on pedestrian and bicycle studies and leading review of pedestrian- and bicycle-related capital projects
- Supporting area sector, master, and corridor plans, providing a countywide transportation perspective
- Providing input on the review of development applications to ensure consistency with the county’s master plans, standards, and best practices
- Leading quadrennial updates of Montgomery County’s Growth and Infrastructure Policy
- Leading review of state and local transportation legislation and advising Department leadership and state and local legislators
- Leading other transportation plans and initiatives that advance the Department’s goals
- Advising, guiding, and mentoring staff
- Participating in regular community meetings and events, including evenings and weekends, and explaining complex transportation issues and recommendations to the public
- Representing the Department's positions before the County Council and the Montgomery County Planning Board as well as with other elected and appointed officials and bodies
- Responding to inquiries from the general public on local and regional transportation questions and concerns
- Preparing well-written, accurate concise, and clearly understandable reports and other documents
The Multimodal Transportation Planner IV will be expected to lead the Department’s most complex pedestrian and bicycle-related planning efforts; to work with a high degree of autonomy with general guidance, escalating issues as appropriate; to serve as a Department-wide expert resource; to advise, guide, and mentor staff; and to propose new initiatives that advance the Department’s goals. The selected candidate will have considerable experience in multimodal, Complete Streets, and Vision Zero planning and design principles;
proficient knowledge of the master plan and regulatory processes; experience reviewing traffic and transportation studies; the ability to read and interpret roadway design and land use plans; and experience planning and evaluating the adequacy of transportation infrastructure to support growth.
