SUMMARY:
At Catholic Charities West Virginia (CCWVa), we have a culture deeply rooted in Catholic social teaching and respect all Catholic beliefs and practices.
The Provider Support Specialist of the Child Care Resource Center is responsible for assisting child care providers in the West Virginia CARES system, WV STARS Career Pathway system, providing support in person or on the phone as needed, participating in community outreach events, and relieving the Supervisor of clerical duties and minor administrative business details.
II. ESSENTIAL DUTIES:- Assist providers in the WV CARES requirements and procedures.
- Assist providers in using WV STARS policies, procedures, online access and requirements.
- Develop good working relationships with providers in order to provide excellent customer service.
- Assist individuals seeking to become providers in receiving information needed to enroll.
- Conduct informative presentations to potential child care providers.
- Utilize available technology such as internet, web-casts, and PowerPoint presentations to support professional development delivery.
- Work cooperatively and meet the expectations of West Virginia Department of Health and Human Resources Bureau of Children and Families Division of Early Care and Education Policy and Procedure Manual for Child Care Resource and Referral Services.
- Offer and provide as needed or requested technical assistance to child care providers related to the WV CARES program and the WV STARS program.
- Work with WV CARES staff and those in a similar position statewide to develop a uniform understanding of the assistance to be provided.
- Work with the CCRC TRAILS staff to provide assistance on TRAILS visits to the providers.
- Keep supervisor informed of all relevant matters.
- Travel throughout Region 1’s eight counties on a regular basis as well as throughout the state for technical assistance, required trainings, meetings and conferences. Additional travel may be required of the position as needed.
- Assist clients with locating needed services.
- Complete FACTS intakes and update client cases as needed.
- Continually monitor and verify clients need for care.
- Verify accuracy of provider billings and audit child care clients as needed.
- Participate in fraud investigations, initial contacts to support allegations, and ongoing contact with the Investigation Department when applicable.
- Provide referral lists and history of non-compliance reports to families when requested.
- Complete monthly reports reflecting the activity in current caseload.
- Act as a liaison between clients and DHHR personnel.
- Work within time frames set by DHHR for new applications, RODCA, client reviews and billings.
- Distributes program information to providers.
- Completes monthly reports for submission to the Subsidy Supervisor.
- Compose professional short memos, correspondence, etc.
- Maintain confidentiality in the program and in all aspects of the position.
- Collaborate with DHHR monitoring personnel.
- Offer technical assistance to staff, clients and providers when appropriate.
- Answer questions and provide training to child care providers on billing procedures.
- Provide program information to clients and providers.
- Record contacts with clients and providers in FACTS.
- Verify client’s monthly income and work schedules with appropriate business or agency.
- Re-issue childcare certificates during status check or as often as needed based on clients need.
- Attend case management/Staff meetings as scheduled.
- Meet with Social Services and public agencies to foster awareness and develop a working relationship.
- Attend State Subsidy Case Manager conferences when required.
- Travel between the CCRC offices.
- Process provider billings through the FACTS system when necessary.
- Assume additional duties as directed by the Subsidy Supervisor and/or Director of the Child Care Resource Center.
SUPERVISORY RESPONSIBILITIES:
Provide supervisory responsibilities for the following individuals who are employed by the Child Care Resource Center.
