Job Description

We are seeking a Water & Wastewater Project Manager to grow the Water Engineering team in the Wheeling, WV office. In this role, you'll use your technical expertise in planning, design, construction, and client service to lead the execution of water, wastewater, and stormwater infrastructure projects — from initial planning and design through construction completion.

Day‑to‑day, you'll lead and direct the technical development of infrastructure projects spanning supply, storage, collection, distribution, treatment, and pumping/conveyance systems, while managing budgets, schedules, and client expectations. You'll supervise and mentor a team of design engineers and technical staff, coordinate across multi‑disciplined engineering teams, and play a key role in client management — including direct engagement with municipal officials, engineers, developers, permitting agencies, and contractors.

This is a highly visible role supporting a major, growing municipal account, with strong emphasis on relationship management and keeping the client relationship strong.

The ideal candidate is passionate about water/wastewater infrastructure work, comfortable owning client relationships, and motivated by mentoring and growing a technical team.

Duties and Responsibilities
  • Lead and direct design/technical development of water, wastewater, and stormwater infrastructure projects — including supply, storage, collection, distribution, treatment, and pumping/conveyance systems — from planning and design through construction completion
  • Deliver projects on budget and on schedule, meeting client performance expectations
  • Prepare construction documents, including plans and specifications
  • Prepare project cost estimates and schedules
  • Provide overall supervision and technical direction to a team of design engineers and technical staff
  • Coordinate multi-disciplined engineering teams
  • Support or lead the preparation and development of proposals and strategic client pursuits
  • Manage client relationships and communication
  • Attend meetings with municipal officials, engineers, developers, permitting agencies, and contractors
Required Experience/Skills
  • 7+ years of experience in water/wastewater/stormwater planning, design, and construction administration as a lead design engineer or project manager
  • Strong water/wastewater design experience, including "inside the fence" (treatment plant) experience
  • Proven team leadership experience or strong potential, including managing project delivery expectations, prioritizing tasks, and mentoring staff
  • Strong client relationship management skills, with the ability to maintain and grow a key municipal account
  • Excellent technical skills across the water/wastewater/stormwater practice area
  • Current PE license (WV) or ability to obtain one within 6 months
Nice-to-Haves
  • Proficiency with AutoCAD Civil 3D
Education
  • Bachelor's degree in Civil or Environmental Engineering
