Responsibilities

Employee will be assigned to the Division of Mining & Reclamation’s Hydrologic Protection Unit, Coal Related NPDES Permitting Section (Article 11). Under Administrative Direction, performs professional work at the managerial level supervising a staff of professional, technical and administrative personnel.

Plans, organizes, implements, monitors and controls staff activities to ensure efficient and economical operation. Coordinates permitting unit activities with other divisions, offices and entities to promote cooperation and common goals. Applies scientific principles, knowledge of current federal and state regulations and laws, and program planning techniques related to NPDES and 401 Certification issues. Fosters an environment of customer service internally and externally.

Communicates with industry, consultants, agency personnel, other regulatory agencies and the public. Chairs meetings with WVDEP staff and company officials/consultants on NPDES-related issues. Attends conferences, pre-inspections and public hearings when necessary. Performs other duties as required.

Qualifications
  • Good written and oral communication skills; ability to communicate effectively with a broad spectrum of applicants, agency personnel, and the public.
  • Computer skills, including use of databases.
  • Regular attendance is essential.
  • Qualified applicants will be required to complete an internet-based profile assessment.
  • Candidate will be subject to a Motor Vehicle Record search prior to hiring and annually thereafter or as needed.
  • All new employees involved with specific DEP programs subject to the Surface Mining Control and Reclamation Act must file Statement of Employment and Financial Interest annually after appointment.
  • Minimum four (4) years of full-time or equivalent part-time paid experience related to the specialty area.
  • Master’s degree from an accredited college or university; or substitution: one year of experience per fifteen semester hours of graduate training or thirty semester hours of undergraduate training.
Other Notes
  • Employee may be required to perform physical reviews of NPDES permit applications.
