Employee will be assigned to the Division of Air Quality, Compliance and Enforcement Section in the Headquarter Office located in Charleston. Under immediate supervision, at the training level, the employee performs technical and field inspection work to implement the state air pollution control program.

  • Conduct on-site inspections of air pollution sources to determine compliance with applicable state and federal regulations, and permit conditions.
  • Prior to on-site inspections, review pertinent information necessary to conduct a comprehensive inspection. This may include asbestos notifications, past inspection reports, permits, applicable state and federal regulations, self-monitoring reports, and previous enforcement actions.
  • Read, comprehend and interpret state and federal rules and regulations
  • Communicate with the regulated community and other state and federal agencies. Perform outreach with concerned citizens regarding air pollution issues.
  • Perform calculations in the determination of compliance status; prepare written inspection reports detailing results of field inspections. Information documented in the reports include environmental conditions at the time of the inspection, the operating status of the facility, production data, compliance status with applicable rules and regulations, conclusions, and recommendations for future inspections and/or enforcement actions.
  • If deemed necessary based on results of a corresponding field inspection, draft enforcement documents to address areas of non-compliance. Enforcement documents may include a Notice of Violation, Cease & Desist Order, or Consent Order.
  • May conduct inspections evaluating manufacturing, commercial and other types of facilities to determine compliance with all state and federal applicable air pollution rules, regulations and permit conditions.
  • Investigate citizen complaints regarding air pollution issues. This includes initial contact with the complainant (phone, in person, or email), an on-site investigation at the source (individual or company) of the alleged activity, resolution of the complaint, and follow-up communication with the complainant. If necessary, initiate enforcement actions and follow-up investigations to resolve the complaint.
  • Update computer database on a regular basis documenting inspection dates, compliance status, enforcement actions and status, status of citizen complaint investigations, etc.
  • Employee may be required to attend public meetings and provide technical assistance to program staff.
  • Employee will receive limited training in other areas of environmental investigation and inspection.
  • Employee will be provided training in the area of personal protection, and the use of equipment necessary for job performance.
  • Employee will perform other duties as required and/or assigned.
