You are an Environmental Inspector-in-Training assigned to the Division of Air Quality, Compliance and Enforcement Section in the Headquarters Office located in Charleston. At the training level, you perform technical and field inspection work to implement the state air pollution control program.

Responsibilities
  • Conduct on-site inspections of air pollution sources to determine compliance with applicable state and federal regulations and permit conditions.
  • Prior to on-site inspections, review pertinent information to conduct a comprehensive inspection (including asbestos notifications, past inspection reports, permits, applicable regulations, self‑monitoring reports, and prior enforcement actions).
  • Read, comprehend and interpret state and federal rules and regulations.
  • Communicate with the regulated community and other state and federal agencies, and perform outreach with concerned citizens regarding air pollution issues.
  • Prepare written inspection reports detailing field inspection results, environmental conditions, operating status, production data, compliance status, conclusions, and recommendations for future inspections and/or enforcement actions.
  • If necessary based on inspection results, draft enforcement documents such as Notice of Violation, Cease & Desist Order, or Consent Order.
  • Conduct inspections of manufacturing, commercial, and other facilities to determine compliance with all applicable air pollution rules, regulations, and permit conditions.
  • Investigate citizen complaints regarding air pollution, including initial contact, on‑site investigation, resolution and follow‑up communication. May initiate enforcement actions if required.
  • Update the computer database with inspection dates, compliance status, enforcement actions, and citizen complaint investigations.
  • Attend public meetings and provide technical assistance to program staff as required.
  • Receive training in environmental investigation and inspection, personal protection, and equipment use.
  • Perform other duties as assigned.
Qualifications and Expectations
  • Must be eligible to be licensed to operate a motor vehicle.
  • Must communicate effectively both orally and in writing.
  • Regular attendance is essential.
  • Candidate will undergo a motor vehicle record screen prior to hire and annually thereafter.
  • All applicants must complete an internet-based profile assessment evaluating thinking, reasoning skills, behavioral traits and occupational interests.
  • Applicants must have completed an Environmental Inspector‑in‑Training program and served the appropriate training period.
  • Applicants in a lower paygrade who have not passed the written examination for the Environmental Inspector‑in‑Training will be required to do so.
Minimum Qualifications

Training: Graduation from an accredited four‑year college or university with a degree in natural or applied science, engineering, or occupational safety and health.

Substitution: Full‑time or equivalent part‑time paid inspection, technical, or professional employment in one of the areas of assignment may substitute for the required training on a year‑to‑year basis.

Special Requirements: Must possess a valid driver's license. For work in hazardous waste and solid waste management, must take and pass a physical examination within the first six months and annually thereafter.

Areas of Assignment include: Abandoned Mine Land Reclamation, Environmental Compliance Monitoring, Hazardous Waste Management, Surface Mining Reclamation, Solid Waste Management, Water Pollution Control, Air Quality.
