Management Analyst

Job Summary

Management Analysts conduct studies, research, and examination of management and administrative areas such as agency operations, forms, policies and procedures, workflow, legislative analysis, management research, and statistical and informational analysis. Location may be either Carson City or Las Vegas.

• Lead Plan Development and Whole Community Integration – Develop, review, and update emergency management plans using the FEMA deliberate planning process; serve as SME on state OEM plans, including Continuity of Operations (COOP) and Government (COG); apply a Whole Community approach by collaborating with local jurisdictions, tribes, nonprofits, private sector, and organizations representing individuals with access and functional needs.
• Planning Expertise – Provide subject‑matter expertise to local jurisdictions and state agencies in developing emergency response and continuity plans; offer statewide technical assistance, including travel for site visits and coordination.
• THIRA/SPR Program Lead – Lead the three‑step THIRA risk assessment and SPR capability assessment; plan and facilitate the THIRA/SPR portion of multi‑jurisdictional workshops; analyze jurisdictional data, identify response capability gaps, upload data into FEMA’s reporting tool, and present findings with policy or programmatic recommendations. Assist with the Duty Officer Program and Watch Center transition.
• Duty Officer Operations – Serve as a Duty Officer providing operational monitoring, reporting, and resourcing with on‑call and standby status in a regular schedule rotation; maintain the Duty Officer SOG, complete the position task book, and required training within 3 years.
• EOC Activation and Readiness – Serve as a member of the Nevada Emergency Operations Center (NV EOC) during emergencies or disasters; be available outside normal hours, participate in training, exercises, and assigned responsibilities; understand all applicable EOC plans, procedures, and policies.
• OEM Promotion and Growth – Uphold OEM values: collaboration, ownership, consistency, reliability, adaptability, benevolence, integrity, and teamwork; engage in professional development, networking, and partnerships that strengthen preparedness, response, and recovery programs for Nevada communities.
• Industry Plan Submission Support – Oversee industry plan submissions from utilities, schools, resort hotels, and jurisdictions; provide technical assistance, analyze submission data, compile required reports, recommend policy updates, and review planning guides annually.
• School Safety Collaboration – Support the Nevada School Safety Conference in collaboration with the Department of Education.

• Two or more years of applicable experience as described in the job duties, and a high‑school diploma or equivalent education.
• Experience with Comprehensive Planning Guide 101 and 102.
• Experience with Threat and Hazard Identification and Risk Assessments (THIRA) and Stakeholder Preparedness Reviews (SPR).
• Experience with FEMA’s Planning Practitioner Program.

• Conduct research and analyze legislative implications.
• Determine software application program needs or requirements.
• Review and monitor contracts.
• Make recommendations on policy and procedure improvements.
• Provide recommendations to management regarding programs and/or work unit activities.
• Prepare reports and correspondence.
• Review, write, revise, and recommend administrative policies or procedures for the work unit and/or assigned programs.
• Conduct statistical or investigative studies, compile and analyze data, and present findings.
• Develop, manage, review, and make recommendations on contracts and the contracting process.
• Research bills submitted to the Legislature, inform management of potential implications, and recommend actions.
• May train, supervise, schedule, and evaluate performance of employees and other supervisory duties as appropriate.
