Program Manager

• Directs, schedules, and assigns work to section staff while managing personnel actions.
• Establishes performance standards, evaluates staff, and provides guidance.
• Leads the development, preparation, and submission of Civil Works budgets.
• Directs programming activities based on policies, regulations, and strategic priorities.
• Tracks program progress, evaluates schedules, and directs funding adjustments.
• Directs risk-informed decisions, project risk registers, and mitigation strategies.
• Oversees the formulation and update of comprehensive Project Management Plans.
• Evaluates customer satisfaction and manages district-wide execution milestones.
• Presents and justifies organizational program proposals and multi-year plans to higher headquarters, executive leadership, and external governing bodies.

Conditions of employment

One year of specialized experience which includes:
Planning and scheduling work to be accomplished and coordinate work of employees; program management of a project portfolio(s), devising strategies to realize defined program objectives to achieve programmatic goals; AND direct the development, preparation, and submission of programs and program data for budgetary proposals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
