job descriptionunder general supervision, an incumbent of this class develops, plans, coordinates, and monitors a department’s operational activities to optimize resources and assist in workflow, or may be assigned to a subunit of a larger department in performing these duties. Responsibilities involve a variety of tasks that may include administering personnel and civil service functions, participating in the development and control of the department’s budget, participating in managing internal movement of employees and arranging for space and equipment, financial record keeping and reporting, purchasing, and responding to mandated reporting requirements.
Incumbents are expected to exercise frequent independent judgment while in conformance with department policies and procedures. Duties may involve extensive contact with other county departments, vendors and the general public. Supervision may be exercised over clerical support staff. Does related work as required.
* the department of civil service has developed a hiring program that streamlines the appointment process to allow agencies to hire diverse, qualified permanent employees quickly and without examinations. Employees hired under the help program will be appointed on a permanent basis. The hiring for emergency limited placement (help) program temporarily removes the civil service exam requirement for this title
(a) bachelor's degree and three years of experience where the primary function of the position was the performance of staff service functions, two years of which must have included supervision of clerical positions; or
(b) high school or equivalency diploma and seven years of experience as stated in (a).
substitutionssatisfactory completion of a master’s degree may be substituted for one year of the required experience.
definitionsstaff service functions are generally support or back up functions to higher-level administrators. This could involve office management; participation in budget preparation and monitoring; payroll and personnel type functions; involvement in the development and/or review of department-wide practices and procedures; evaluating departmental operations; participation in planning; financial recordkeeping, accounting and management activities; purchasing; public relations, community relations, public information activities; and other similar functions.
“line” functions involved in the delivery of services or in the day to day operations of a department would not be qualifying experience.
- experience obtained as an intern in public or institutional administration may be substituted for an equal amount of the required experience.
- the number of years of experience required in the minimum qualifications is based upon the presumption of full-time employment. Part-time experience will be prorated based on a 35 hour workweek.
- verified and documented volunteer (unpaid) experience will only be credited when specifically allowed by the job description or examination announcement.
education beyond the secondary level must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the u.s. Department of education/u.s. Secretary of education.
