Summary
Provides comprehensive services that support NYPA's underlying mission of delivering clean, reliable power to its customers. This includes post-transactional assessments and analytics to support the various energy value chain of forecasting, trading, origination, fuel purchasing and the Energy Resource Management functions. Also includes supporting technical analysis, compliance, and billing and settlement activities.
Responsible for oversight and validation of the timely reconciliation and processing of all New York Independent System Operator (NYISO) transaction activities and invoices. Ensures that all contract and tariff provisions are accurately reflected in the billing and settlement calculations. LI#VB1.
Responsibilities- Oversee the NYISO settlement process ensuring that both financial and operational activities are fairly administered to NYPA and its customers.
- Ensure all NYPA Settlements are performed in accordance with Contracts and Tariffs utilizing best practices.
- Provide alerts and notifications to Finance, Accounting, Market Forecasting Services (MFS) and other stakeholders when Settlement financial impacts are outside of thresholds that are within NYPA's control, as well as identifying and appropriately escalating issues outside of NYPA control.
- Drive enhancements and streamline workflows within the newly deployed Bid 2 Bill Settlements and Capacity Modules.
- Provide oversight of the NYISO energy and capacity markets by monitoring market activity throughout the State, identifying anomalies in market transactions and settlements and notifying the NYISO of possible issues that will affect NYPA's interests as well as those throughout the State.
- Ensure NYPA generation and load settlements for energy and capacity are accurate and associated market data is provided to Accounting and Wholesale Billing, Financial Planning, and GRM departments. Manage processes related to the evaluation of NYISO settlements and its impact to NYPA and its customers.
- Manage and implement processes to ensure NYPA's financial and market positions, related to the NYISO market, are properly settled.
- Oversee all FERC EQR (mandated quarterly report) and ensure the timely submission and accuracy of the report in accordance with NYPA Compliance and Legal guidance.
Skills and Abilities
- Expert understanding of the NYISO market and strong understanding of exposure to surrounding ISO's market dynamics is required.
- Expert knowledge of Transmission Owner and Load Serving Entity rules and procedures affecting the Management Committee, BACWG, Business Issues Committee, ICAP, LFTF, and PRLWG as they impact load forecasts, is preferred.
- Strong collaboration, planning and organizational skills to manage a complex process involving many different departments within NYPA as well as customers and related contracts.
- Strong leadership skills to manage a diverse staff of professionals. Understanding of contractual requirements for each customer segment in a constant evolving marketplace.
- Excellent communications and interpersonal skills to interact comfortably with all levels of NYPA staff and internal/outside stakeholders including ability to explain to customers how they are settled.
- Expert understanding of the NYISO energy market and industry Settlements practices.
- Expert understanding of the NYISO capacity markets and industry Settlements practices.
- High degree of analytical/problem-solving capability to analyze large volumes of data, interpret historical trends, identify key strategic issues and problems, and recommend solutions in a very timely manner commensurate with the constant evolving energy market.
- Excellent statistical and quantitative analysis skills with the use of spreadsheets and databases.
- In-depth knowledge of and strong background in Economics, Finance, or Accounting.
- Expert understanding of fuel hedging structures and power hedging structures is preferred.
- Expert understanding of Utility Load Forecasting practices for energy and/or capacity.
- Ability to independently develop and drive decisions that impact the business and assist in the development of policies surrounding forecasting and settlement.
- Advanced PC-based skills including Microsoft Office Suite required. General knowledge of SAP preferred.
- Bachelor's degree in Business, Economics, Finance, Accounting, or related discipline is required.
- MBA or advanced degree in Finance or Accounting is preferred.
- Minimum 10 years of related experience. Energy Market experience is preferred. *
- Minimum of 3 years of management, supervisory, or experience leading a team is required.
- Previous experience in the utility industry and New York Independent System Operator marketplace is preferred.
