The Commissioner of Building serves as the chief executive officer of the City’s Department of Building, providing strategic leadership and operational oversight for all building‑related functions. Under the general direction of the Mayor, the Commissioner leads and manages the Department of Building and is responsible for the administration and enforcement of all applicable federal, state, and local laws, codes, and ordinances governing buildings, structures, land use, signs, and occupancy within the City of White Plains, excluding public streets.
The Commissioner oversees permitting, inspections, certificates of occupancy, and enforcement activities to ensure public health, safety, and welfare. The incumbent supervises departmental operations and personnel, and serves as a principal advisor to City leadership, boards, professionals, and the public on building and code‑related matters.
- A Bachelor’s or Master’s degree in Engineering or Architecture
- Minimum of eight (8) years of professional experience in municipal building code enforcement, structural engineering, architecture, or building construction
- At least three (3) years of experience in an administrative or managerial capacity
- Possession of a New York State license as a Professional Engineer (PE) or Registered Architect (RA)
