Primary Purpose

The IMRA Grant Payment Monitoring and Program Support Specialist is responsible for overseeing payment verification, documentation, and compliance processes associated with the IMRA grant. This position ensures that reviewer payments, vendor invoices, and grant expenditures are accurate, properly documented, and aligned with grant requirements. The role also supports coordination of IMRA program activities across participating Education Service Centers (ESCs) and contributes to reporting, documentation, and operational support for the grant.

Education/Certification
  • High school diploma or GED
  • Degree in business, education administration, finance, public administration, or related field or 5 years experience in a similar role
Special Knowledge/Skills
  • Strong organizational skills and attention to detail
  • Experience overseeing processes across multiple stakeholders
  • Proficiency with data systems and reporting tools
  • Understanding of financial monitoring and documentation practices
  • Knowledge of compliance and reporting requirements
  • Ability to coordinate across teams and organizations
  • Experience managing and improving processes
  • Ability to support data organization and reporting
Experience
  • Experience working with state or federal grants.
  • Familiarity with ESC business processes
  • Experience supporting large-scale statewide initiatives or multi-agency collaborations.
Essential Duties and Responsibilities
  • Project manage payment monitoring and compliance processes for reviewer and grant-related payments.
  • Oversee verification of compensation documentation (hours, stipends, rates, approvals).
  • Manage staff and processes to ensure accurate records and reconciliations aligned to grant budgets.
  • Coordinate resolution of discrepancies with staff and vendors.
  • Manage documentation processes to support reporting, audits, and monitoring.
  • Ensure adherence to grant protocols, documentation standards, and reporting timelines.
  • Coordinate with ESCs, program leads, and vendors on documentation and tracking.
  • Verify completion of IMRA reviews and grant activities tied to payment and drawdown.
  • Oversee the development and maintenance of tracking tools for payments, participation, and grant progress.
  • Supervise the preparation of summary reports and guide continuous improvement of tracking processes.
Equipment/Specialized Software Used

Computers, projection devices, control panels in meeting rooms, printers, productivity software, software specific to the job assignment, network resources, internet resources, and other hardware and software necessary to perform the functions of the job effectively and efficiently.

Working Conditions (Mental Demands/Physical Demands/Environmental Factors)

Mental: Public relations and people skills are always required, work with frequent interruptions, and maintain professional composure and confidentiality under stress.
Physical: Occasional prolonged and irregular hours, ability to move tables and chairs and load/unload boxes and materials. Prolonged use of a computer. Frequent regional and state-wide travel.
Environmental: Open cubicles/workstations.

Evaluation

Annual performance evaluation will be performed in accordance with the adopted policies of the Education Service Center Region 11. Employment in this position is contingent upon performance, need, and funding.
