Description

The Chief of Police serves as the highest-ranking law enforcement executive and provides strategic direction and administrative oversight for approximately 60 sworn and professional staff civilian personnel encompassing the Police Department, WEST COMM Dispatch Center, Animal Services, and Code Compliance. Reporting directly to the City Manager and serving as a key member of the City’s leadership team, the Chief is responsible for delivering responsive public-safety services while building a culture of integrity, professionalism, cooperation, and consistent accountability.

  • Plans, organizes, directs, supervises, and coordinates the operations and activities of the City's Police Department, including its four divisions:
    Patrol, Investigations, Community Services, and Police Administration.
  • In addition to law enforcement oversight, this position oversees and is responsible for code compliance and animal control services.
  • Serve as the primary source for strategic public safety solutions in leading the department, including supporting the department’s most recently published Strategic Plan.
  • Develop and establish departmental goals, implement objectives to meet those goals, and evaluate the effectiveness of goals on an annual basis.
  • Maintain executive-level relationships with Lockheed Martin Aeronautics, Air Force Plan #4 Office of Special Investigations, Naval Criminal Investigative Service, U.S. Navy Police, Air Force Security Police, and the leadership team at the Naval Air Station Joint Reserve Base Fort Worth.
  • Maintain and revise departmental policies and procedures, ensuring compliance with State law and best practices.
  • Develop personnel recruitment, processing, selection, and training policies.
  • Develop, justify, administer, and work within the annual budget for the Police Department for General Fund and Crime Control and Prevention District, as well as serve as liaison.
  • Collaborate, communicate, and maintain efficient working relationships with the Civil Service Commission Board and Civil Service Director.
  • Receive and evaluate complaints filed against departmental personnel; review and render decisions on the findings of internal affairs investigations; impose discipline as required.
  • Communicate effectively and coherently while making presentations to the City Council, Crime Control and Prevention District, citizen / special interest groups, civil / volunteer groups, and other interested groups to inform regarding police services and programs.
  • Maintain effective relationships with the Police Officer Association and community groups, establishing personal contacts and sources of information within the community.
  • Ensure departmental training is conducted to comply with State requirements for personnel.
  • Maintain the department’s Training Center License with the Texas Commission on Law Enforcement.
  • Maintain the department’s accreditation through the Texas Police Chiefs Association Foundation.
  • Maintain the department’s certification through Georgetown Law University in Maryland under the Active Bystandership for Law Enforcement (ABLE).
  • Maintain meticulous departmental records along with the departmental jail and holding facility.
  • Provide leadership and direction to subordinate officers and civilians; develop methods to increase productivity and keep morale high.
  • Direct, instruct, review, and assist in the education and resolution of complex situations with subordinate personnel.
  • Review major incidents to determine if departmental policies were complied with and provide training or discipline as necessary.
  • Respond to major crimes, accident scenes, and emergencies; assume command of the incident.
  • Provide assistance and information to citizens, news media, community organizations, city staff, and other local, state, or federal law enforcement agencies.
