Position Definition
The Supervisor of Special Programs and Services is responsible for supervising and coordinating the special education programs/services to which he/she is assigned.
RelationshipThe Supervisor of Special Programs and Services shall be responsible to the Assistant Director of Special Programs and Services based on assignment.
QualificationsEducation/
Experience:
- PDE Supervisor of Special Education Certificate, preferred.
- PDE Principal Certificate with 3 years special education supervision experience will be considered.
- Dually PDE Certified Principal and Special Education Supervisor, preferred.
- Minimum 3 years special education supervisory experience, preferred.
- Demonstrates leadership ability.
- Demonstrates the ability to make professional decisions.
- Demonstrates organizational skills.
- Demonstrates the ability to maintain confidentiality.
- Demonstrates excellent oral and written communication skills.
- Demonstrates the ability to work independently and meet deadlines.
- Demonstrates interpersonal skills for dealing with staff through patience, consistency, fairness, and understanding.
- Demonstrates the ability to conduct a thorough and fair investigation.
- Demonstrates the ability to manage personnel through the use of procedures and consistent decision making.
- Demonstrates a proficient understanding and utilization of Microsoft Office Suite and other software packages for use in the Special Programs and Services department.
- Demonstrates the ability to interpret and implement knowledge of federal and state special education standards, and CLIU #21 Board Policies.
- Proficient data collection, data reporting, and data interpretation skills.
- Demonstrates the ability to act as a liaison with constituent schools and agencies.
- Demonstrates the ability to work collaboratively with staff, co-workers, community members, parents, board members, schools, agencies, and administration.
- Demonstrates the ability to successfully address emergency situations that pose a risk to the well‑being, safety, and security of students and staff.
- Demonstrates the ability to remain professional under pressure.
- Demonstrates the ability to attend work regularly at assigned work hours subject to lawful leave rights and responsibilities.
- Ability to stand, bend, stoop, sit, lift, reach, communicate (vision, hearing, and speech), carry, or convey sufficient weight to safely and effectively carry out functions, duties, and responsibilities.
- Ability to independently ambulate in and around work locations.
- Ability to travel to and from assigned work locations without employer support.
- Ability to travel in and drive a CLIU #21 vehicle.
- Ability to exhibit good manual dexterity to effectively carry out function, duties, and responsibilities.
- Ability and availability to travel overnight.
- Speaking and hearing ability sufficient to communicate effectively by phone or in person at normal volumes.
- Vision adequate to read correspondence, computer screen, forms, etc.
The Supervisor of Special Programs and Services will have the authority to perform all functions listed below in accordance with established policies and procedures.
Functions/Duties/ResponsibilitiesTo perform this job successfully, an individual must be able to perform each essential function/duty/responsibility at acceptable standards. In accordance with both state and/or federal law, reasonable accommodations will be considered upon employee request.
Essential- Oversees teachers in preparing and maintaining ongoing instructional programs including appropriate supportive services.
- Assesses curriculum effectiveness and implements change when necessary.
- Supervises and evaluates professional and paraprofessional performances in an effective and fair manner.

- Participates in the planning and development of appropriate programs and services for special education, nonpublic schools and correctional facilities.
- Consults with school district personnel and corrections contacts regarding special education, nonpublic, and corrections programming.
