Major Duties
  • As an Industrial Specialist you will be responsible for the following duties. If selected at the GS-11 level, duties will be performed in a developmental capacity:
  • Conduct in-depth surveys of complex industrial facilities, evaluating their production capacity, technical capabilities, and operational readiness to inform strategic investments and risk mitigation models.
  • Analyze supplier capabilities, market constraints, and lead times to determine potential areas for the War stopper Program to invest in strategic industrial capabilities, unique contracts, or other strategies to mitigate production constraints.
  • Drive proactive readiness by identifying and recommending process improvements based on industry trends and supplier performance, strengthening the Industrial Base before a crisis occurs.
  • Serve as the subject matter expert on Government Furnished Property/Equipment (GFP/GFE), providing strategic guidance to senior leadership on how to leverage these assets to maintain critical production capabilities that might otherwise be lost.
  • Develop and present data-driven reports and briefings to senior management on Industrial Base health, surge capacity gaps, and the status of War stopper-related initiatives and internal controls.
  • Execute the War stopper mission by assessing the Industrial Base to identify production vulnerabilities and ensure a reliable, resilient supply chain capable of meeting surge and sustainment requirements.
Qualification Summary

To qualify for an Industrial Specialist, your resume and supporting documentation must support:

A. Specialized

Experience:

One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military, or private sector.

To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience includes: GS-11 Understands concepts relating to Industrial Base planning strategies, decision analysis, and material assessments. Participates in studies or implementation plans for the expansion, conversion, integration, and/or utilization of industrial production facilities to meet mobilization requirements of the Armed Forces. Liaisons with various industries, suppliers, laboratories, industrial trade associations, and educational institutions Identifies, reviews, and analyzes customer requirements Evaluates a variety of industries' capabilities, such as manufacturers of base materials, sub-tier suppliers, equipment manufacturers, and manufacturers of packaging materials.

Identifies the relevant strength and capabilities of a supplier and develops reports of supplier capabilities. GS-12

Experience with industrial planning, industrial engineering, or plant engineering, involving determination of facilities and layout. Conduct surveys and analysis of industrial operations, organization, capacity, etc. Perform continuous process improvement, such as lean six-sigma and value stream mapping procedures. Demonstrated knowledge in the use of simulation and modeling tools. Work with legislation, regulations, and methods used in contracting, and knowledge of business and industry practices, sources of supply, cost factor and requirements characteristics.
