Responsibilities
  • Serves as the Contract Quality Review Branch Chief in the Contract Oversight Division of the Procurement Process Support Directorate, DLA Land and Maritime – Columbus.
  • Demonstrates expert knowledge of Federal and Defense contracting laws, regulations and policies and ensures accurate application by the acquisition workforce.
  • Ensures accurate monitoring and reporting of local and J7 required focus areas (e.g., Contract Quality Review (CQR) Reporting, CQR Summary, Top Trends, etc.).
  • Participates in the development of training focused on improving the quality, effectiveness, and efficiency of the acquisition workforce.
  • Coordinates with supplier and customer operations organizations, support teams (i.e., value engineering, small business, technical, etc.), legal counsel, other Major Subordinate Commands, and Headquarters.
  • Develops team through coaching, mentoring, and empowerment to work together and autonomously with counterparts across DLA to ensure contract quality review program consistency, efficiency, and effectiveness.
  • Identify problems, determine accuracy and relevance of information, identify risk, and use sound judgment to generate and evaluate alternatives, and/or make recommendations.
  • Identify and analyze data and present to senior management.

Qualifications

To qualify for a Supervisory Procurement Analyst, your resume and supporting documentation must support:

  • Basic Contracting Requirement:

    A.) A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees OR

    B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from the requirements of "A)" above.
  • Contracting Officer Requirement:
    Must possess at least two years of experience in a contracting position.
  • Specialized

    Experience:

    One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position. In addition to meeting the Basic Contracting and Contracting Officer Requirements above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military, or private sector.

    Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cutoff/ closing date of the announcement. Creditable specialized experience includes:
  • Determining compliance with Procurement statutes, laws, regulations, policies, and business practices.
  • Knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to pre-award and post award actions.
  • Ability to identify problems, determine accuracy and relevance of information, use sound judgment to generate and evaluate alternatives, and make recommendations.
