Summary

The Executive Director, Business Operations for DLA Weapons Support is the principal advisor to leadership and serves as the enterprise integrator. This role provides strategic direction across the business operations portfolio, overseeing daily supply chain operations, supply planning, technical data, and customer operations. The incumbent orchestrates programs and resources to optimize performance, drive organizational transformation, and ensure the resilience of the global CLIX supply chain.

Duties
  • Strategic Leadership and Enterprise Integration:
    Serves as the organization's lead execution agent on business operations, is responsible for supporting the development of and executing tactical weapons support workload in accordance with the strategic sourcing plan to meet current and future Class IX requirements, while also maintaining disciplined and auditable process controls. Coordinates with the Executive Director, Acquisition to create a single, cohesive, and efficient business ecosystem.
  • Executive Oversight of Business Operations:
    Directs the holistic assessment and management of the end-to-end supply chain. Provides executive oversight for operational performance, fiscal compliance, business processes, engineering support and customer operations, including forward presence at Service industrial sites, including shipyards, Air Logistics Centers, and Fleet Readiness Centers. Establishes the analytical framework to measure the health of the supply chain, identifies and assesses systemic risks, and directs the implementation of transformative policies and process improvements.
  • Sales & Operations Planning (S&OP) Governance:
    Serves as lead coordinator with support from the Executive Director, Acquisition, for the top-level governance process of the Major Subordinate Command S&OP process. Coordinates priorities across the Weapons Support portfolio and makes recommendations to the Commander, via the Deputy Commander, to strategically balance operational demands against fiscal, material, and personnel constraints, ensuring the organization meets its mission objectives while optimizing resources.
  • Organizational Transformation and Modernization:
    Serves as the principal architect for business process transformation and modernization. Champions the implementation of new strategies, systems, and business models to drive innovation, enhance operational effectiveness, and ensure the organization's long‑term adaptability and global competitiveness. Directs the harmonization of all critical business processes internal and external to the Major Subordinate Command.
  • Senior Advisory and Representation:
    Serves as the principal senior advisor to the Commander, DLA Weapons Support, for business operations responsible for providing consultation and recommendations on business operations with worldwide impact. Represents DLA Weapons Support and DLA in executive forums, engaging with high‑ranking officials from the Department of War (DoW), military Services, industry leaders, other Agency Executives and other national and international stakeholders to justify, defend, and negotiate matters involving significant or controversial issues.
  • Executive Supervision and Leader Development:
    The incumbent exercises full executive leadership and supervision over all Business Operations civilians and military personnel who each manage multifunctional teams. Establishes strategic goals and performance expectations while holding accountable all subordinate leaders. Fosters a culture of continuous improvement, collaboration, and data‑driven decision‑making. Manages personnel actions and is responsible for developing the organization’s senior leadership pipeline.
