Responsibilities
- Serves as a working leader responsible for passing on supervisor instructions, getting work started, and ensuring team members are actively engaged in assigned tasks.
- Plans the daily use of personnel, equipment, facilities, materials, and tools on a day-to-day or project-by-project basis to ensure efficient operations.
- Recommends adjustments to schedules, priorities, and work sequences; makes minor procedural deviations or redirects resources to overcome issues such as equipment failure, material delays, or unplanned absences.
- Demonstrates proper work methods by performing a variety of skilled and semi-skilled tasks within the electrical trade to guide and train team members.
- Performs inspections on repair work completed by electricians on existing electrical lines, circuits, systems, and associated fixtures, controls, and equipment; provides critical technical feedback to correct deficiencies.
- Diagnoses and resolves complex issues within electrical distribution networks, circuits, equipment, and systems using specialized testing instruments.
- Traces hard-to-locate defects and performs advanced troubleshooting, diagnostics, repairs, and installations with minimal oversight; acts as a subject matter expert to advise other electricians on atypical or complex work orders.
- Adheres strictly to work priorities, project schedules, resource allocations, and detailed work plans established by the supervisor.
- Utilizes the Computerized Maintenance Management System (CMMS) to track, update, and manage work orders for self and team members, proactively advising the supervisor of any operational roadblocks.

Applicants will be rated in accordance with the Office of Personnel Management Qualification Standard for Trades and Labor Occupations. Although a specific length of time and experience is not required, you must meet any screen‑out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties at the level for which you are applying.
Emphasis is placed on how you gained the quality of experience, not necessarily the length of time, and the required ability or potential to perform the job. Applicants who do not meet the screen‑out element will be eliminated from further competition.
Minimum Qualifications for This Position
- Instruct other workers on less complex work methods.
- Refer to manuals as a means of answering questions related to the duties and responsibilities of the position.
- Adhere to all safety standards.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Well‑Qualified ICTAP EligibilityTo be considered well‑qualified for ICTAP eligibility, an applicant must demonstrate specialized experience fully and independently performing the following duties:
- Diagnoses repair needs and plans the sequence of work directly from general assignments or work orders.
- Ensures work environments are free of severe physical hazards and escalates complex safety issues to higher management.
- Maintains strict adherence to all applicable occupational safety and health regulations.
