Overview
Are you an experienced water distribution professional who takes pride in protecting public health and leading high-quality field operations? The City is seeking a skilled and motivated Foreperson – Water to provide hands-on supervision and technical leadership in the safe and efficient operation and maintenance of our municipal water distribution system.
Reporting to the Manager- of Public Works, the Foreperson – Water is responsible for coordinating, supervising, and executing the day-to-day activities associated with the City’s water distribution network. This position provides hands-on leadership to a small crew engaged in a wide range of operational and technical tasks, including water quality sampling and testing; inspection, maintenance, repair, and installation of water distribution infrastructure.
The Foreperson ensures that all work is completed safely, efficiently, and in accordance with applicable standards, regulations, and best practices.
The Foreperson – Water oversees the City’s water distribution facilities, infrastructure, and associated water quality standards, including the servicing of water meters, pressure reducing valves, secondary disinfection and pumping systems, watermains, hydrants, and the unidirectional flushing program. The position also provides support to the City’s Water Treatment operations, and experience with water treatment systems is considered an asset. The position exercises independent judgment in routine operational decision-making, with more complex technical or policy-related matters discussed with a supervisor.
Performance is evaluated based on the effectiveness and reliability of operational services delivered, as well as adherence to established standards, regulatory requirements, and safety practices.
Qualifications
• Completion of Grade 12, supplemented by technical courses related to water distribution systems
• Sound, progressive experience working in water distribution system operations, maintenance, and installation
• Demonstrated experience in a supervisory or lead-hand capacity overseeing staff performing technical and field-based work
• Comprehensive knowledge of water distribution infrastructure, including watermains, valves, hydrants, meters, pumping systems, pressure reducing stations, reservoirs, and wells
• Thorough knowledge of applicable safety practices, hazards, and WorkSafeBC requirements
• Strong working knowledge of applicable departmental rules, regulations, policies, and procedures
• Ability to plan, assign, supervise, and review the work of staff and contractors
• Ability to read and interpret plans, drawings, specifications, and technical documentation
• Proven ability to prepare and maintain operational records, reports, and inventories
• Strong communication skills with the ability to interact effectively with staff, contractors, consultants, and the public
• Ability to work independently, exercise sound judgment, and perform duties with minimal supervision
• An equivalent combination of training and experience may be considered
Requirements
• Valid Class 5 Driver’s License for the Province of British Columbia
• EOCP Water Distribution Operator – Level 3 certification (required)
• Physical ability to perform field-based work, including working outdoors in all weather conditions
• Availability to respond to after-hours call-outs and emergency repairs as required
• Commitment to maintaining water quality standards, operational excellence, and public safety
