LOCATION:

TECHNICAL SERVICES DEPARTMENT, ENVIRONMENTAL HEALTH AND SAFETY SECTION, JOINT ADMINISTRATION OFFICE, WHITTIER

ESSENTIAL FUNCTIONS:

To perform a variety of progressively more difficult, professional-level safety and industrial hygiene analyses.

JOB SUMMARY:

Under general direction from an Environmental Health and Safety Supervisor, the incumbent will:

  • Travel to facilities within our service area to conduct inspections, administer training, support contractor safety, and perform incident investigations
  • Conduct a variety of evaluations and recommend remedial measures for potentially hazardous work conditions or procedures
  • Investigate and document direct and indirect factors related to safety and/or industrial health concerns, accidents, or incidents
  • Participate in agency-wide emergency response and security programs
  • Conduct American Red Cross First Aid and CPR training
  • Plan workplace evaluations to identify safety hazards and procedure improvements
  • Confer with operating department managers and supervisors regarding health and safety concerns
  • Document findings and prepare recommendations for management's consideration
  • Prepare reports in compliance with state and federal regulations related to safety and industrial hygiene
  • Coordinate and conduct in-service testing
  • Perform other related duties as required

These jobs may be filled at either level:

HEALTH AND SAFETY ANALYST I is the intermediate level class of the series. Incumbents continue to do a wider variety of assignments, with increasing independence.

HEALTH AND SAFETY ANALYST II is the journey level class of the series. Incumbents perform the complete range of safety and industrial hygiene studies and analyses. This class is assigned projects requiring independent, professional judgment; thorough knowledge of a particular area of environmental health and industrial safety learned through progressively responsible experience.

Minimum Qualifications

Applicants must possess the following:

  • A valid California Class C driver license
    -AND-
  • Graduation from an accredited college or university with a bachelor's degree in a related field; OR Graduation from an accredited college or university with a bachelor's degree in a non-related field and certification as a Certified Safety Professional (CSP).

Additional professional-level experience in a centralized health and safety work unit may substitute for the CSP certification. For HEALTH AND SAFETY ANALYST I:

  • Two (2) years of directly-related, professional-level experience.
  • A master's degree in a major directly affiliated with industrial safety or environmental hygiene may substitute for one (1) year of experience.

For HEALTH AND SAFETY ANALYST II:

  • Two (2) years of directly-related, professional-level experience equivalent to the Health and Safety I level.
  • A master's degree in a major directly affiliated with industrial safety or environmental hygiene may substitute for one (1) year of experience.

Desirable

Certifications:

  • Associate Safety Professional (ASP)
  • Certified Safety Professional (CSP)
  • Occupational Hygiene and Safety Technician (OHST)
  • Construction Health Safety Technician (CHST)
Examples Of Assessment Criteria

The competitive selection process may cover:

Knowledge of:

  • Pertinent state and federal legislation and regulation
  • Principles and practices of safety engineering and/or industrial hygiene in an industrial setting
  • Research methods

Ability to:

  • Implement technical and administrative aspects of a centralized safety and/or industrial hygiene program
  • Collect and analyze technical data
  • Maintain comprehensive reports
  • Interact effectively with all levels of employees
  • Ability to develop and present employee training sessions
  • Utilize computer software programs related to employee safety and/or industrial hygiene records
Additional Information

SELECTION PROCESS:

  • All applications will be reviewed to determine if the conditions and qualifications for testing are met.
  • The selection process will consist of a written exam which will be pass/fail and an interview weighted at 100%.
  • Candidates will be notified of their results in the selection process by Human Resources via Neogov.
