At the Los Angeles County Sanitation Districts, budgeting isn’t just about numbers—it’s about building, sustaining, and future-proofing critical infrastructure. As Budget Manager, you will play a pivotal role at the intersection of public finance and engineering, guiding the financial strategy behind large-scale wastewater and solid waste facilities that serve millions of residents across Los Angeles County. This leadership position oversees complex operating and capital budgets, long-range financial forecasting, and rate-setting analysis that supports large, multi-million-dollar capital improvement programs.

You’ll translate technical program needs into sound, data-driven financial strategy, advise on policy decisions, and help ensure the long-term financial sustainability of essential environmental services. This role offers opportunities to engage with infrastructure, influence real-world outcomes, and lead at a strategic and operational level.

Location: Financial Management Department, Budget and Finance Section, Joint Administration Office, Whittier

Essential Functions

To manage a group of professionals and support staff in the Budget and Finance Section, which includes Budget, Revenue Collection and Capital Projects; and to act as a liaison with other work groups to establish budgets and coordinate related business and finance activities including capital improvement planning, establishing user charges, evaluating the Districts’ business practices, and managing the collection of wastewater user charges.

Job Summary

Under the general supervision of a higher-level manager, the incumbent will:

  • Coordinate the work of the Budget and Finance group engaged in preparing budgets and tracking revenue and expenditures
  • Coordinate the implementation of the wastewater revenue program including compliance with Prop 218 notification requirements
  • Coordinate the collection of all wastewater revenue, including industrial waste surcharge programs
  • Supervise the activities of department staff to ensure effective implementation and compliance with administrative functions and financial activities
  • Coordinate the development and preparation of models for multi-year financial forecast models
  • Coordinate funding sources for capital projects, including but not limited to, grants, loans and bond financing
  • Develop, maintain, and analyze multi-year financial forecasts
  • Review and prioritize the Capital Improvement Plan (CIP)
  • Analyze solid waste and wastewater budgets and projections, including cash flow and long-term impacts
  • Establish user charge rates for wastewater and solid waste facilities
  • Specify, review, and recommend improvements to work procedures and standards and financial policies
  • Ensure the completion of projects in the interest of technical accuracy, efficiency, and timeliness
Candidates Must Possess
  • A valid California Class C driver license
  • A bachelor’s or higher-level degree in business, engineering, accounting, economics or closely related field from an accredited college or university

AND

  • Option 1:
    One (1) year of experience in the County Sanitation Districts of Los Angeles County at or above the level of a Supervising Engineer I, Supervising Accountant or Accounting Services Supervisor
  • Option 2: three (3) years of experience supervising professional staff primarily engaged in the preparation of budgets or financial analyses
Knowledge and Abilities

  • General practices and procedures of governmental accounting, finance, and budgets
