DEFINITION:

Under general direction, plans, implements, directs, and supervises assigned divisions within the Parks, Recreation and Community Services Department, sports and aquatics, youth services, senior center, therapeutic recreation, and special events; oversees facility maintenance and facility rentals; develops and monitors the budget for assigned area; ensures quality of programs and safe work practices; maintains appropriate work records; serves as a technical resource for assigned staff;

participates in department and citywide special events; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS:

The Community Services Supervisor is the supervisory level class responsible for planning, implementing and directing the community services programs for the Parks, Recreation and Community Services Department. This classification is distinguished from the next higher classification of Community Services Manager in that the latter has responsibility for overseeing staff engaged in all program areas of the department and serves as the Director in his or her absence.

SUPERVISION

RECEIVED/EXERCISED:

Receives general direction from Community Services Manager. Exercises direct and indirect supervision over assigned staff.

ESSENTIAL FUNCTIONS:

(include but are not limited to the following)

Oversees, supervises and plans the functions within the Parks, Recreation and Community Services Department, including various program events and activities, including sports and aquatics, youth services, senior center, therapeutic recreation, and special events.

Hires, trains, supervises, and evaluates staff; develops schedules and work methods for performing assigned duties; reviews timesheets; ensures adherence to safe work methods, procedures and practices; initiates disciplinary procedures as appropriate; develops work schedules.

Oversees facility scheduling and reservations; purchases, monitors, and maintains safety equipment and other supplies.

Develops and monitors assigned division budget; develops and prepares reports, letters, and memos; maintains employee certification records; reviews and submits accident reports; maintains attendance and financial records.

Creates flyers, brochures, and other promotional materials; writes press releases; assists customers at front counter or by phone; oversees and develops fundraising for special events.

Oversees contracts for instructors, vendors, and entertainment; ensures all contractors, vendors, and partners have proper insurance documentation.

Attends and participates in many organizational and community groups; attends division and department meetings; stays current on issues relative to the field of community recreation.

Participates in the development of policies and procedures; recommends programs, activities and work methods to higher level personnel; maintains records and develops reports on new or existing programs.

Establishes positive working relationships with representatives of community organizations, State/local agencies and associations, City management and staff, and the public.

OTHER DUTIES: (include but are not limited to the following)

Assists in class/lesson registration.

May prepare agendas and take minutes for assigned commission.

May be exposed to confidential and privileged information during the course of duties, which should be maintained as such.

Performs other related duties as required.

PHYSICAL, MENTAL AND ENVIRONMENTAL

WORKING CONDITIONS:

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement, and fine coordination in keeping records and preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work related documents and acute hearing is required when providing phone and personal service.

The need to lift, drag, and push files, paper, and equipment weighing 25 pounds or more is also required. The incumbent may be exposed to fumes, dust, and air contaminants. In addition, depending on the area of assignment, incumbents may be exposed to chemicals, electrical and mechanical hazards, and loud noise. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot, and cold.
